Implementation of a credible, objective system
for ranking NHSOA referees By Otis Wirth, NHSOA

The Purpose   1. To provide the Assignor a more
robust set of information on selecting referees
beyond what is currently done.
2. To provide the Supervisor of Officials with a
true picture of who and what level games have
been worked.
3. To provide our association with a way to
monitor and improve quality by providing the
training to the correct audiences.

Ranking Committee The Committee shall consist of
no fewer than three and no more than five
members. The Assessment Director and the
Assignor shall be permanent members of the
Committee. The Committee shall be responsible
for establishing rankings of each Association
member.
Ranking scores are based on an evaluation of
criteria as determined by the Ranking Committee.

How ranks are established While the relative
weight given to specific criteria may be modified
upon recommendation of the Ranking Committee, the
primary areas for consideration will always
include the following

Primary Areas for Consideration 1 - 5
points Years of Experience 1 point for each year
on the NHSOA board as a Level 3 or higher
official or applicable level from another states
association (not to exceed 5 total points)

Primary Areas for Consideration 5
points Refresher Test Returned on time and with a
Passing Grade on time is September 1st Passing
grade is 80

Primary Areas for Consideration 1 - 5
points Your Partners Evaluations Partner
Evaluation Questions (1 low 5 high) Points are
averaged together for overall score for each
match. Each match is then averaged in with the
other matches.

points Completing Partner Evaluations
5 for 100 completed 4 for 75-99 3 for 50-74 2
for 25-49 1 for less than 25 (free points)

Primary Areas for Consideration 0 - 5
points Assessments, formal or informal, provided
by recognized Association Assessors Assessments
within the last 3 years and this season will
count. If you do not have one, your total count
will be reduced by 5 points you will not be
penalized.

points Physical Condition Average on the 4 parts
of the Fitness Test 12-minute run, Pro-40 test,
Brazilian test, 30-meter shuffle 1 point for just
participating 1 point added to average if you are
in uniform (free points, but not to exceed 5
total points)

points Attendance at Association Meetings 3
points for clinic 2 points for in-season meeting
(free points) 2 points for end of season meeting

improve his or her relative involvement in NHSOA

Requesting a Referee Ranking Change Members
who are not satisfied with their ranking may
request a meeting with the Committee. If the
member is still not satisfied with his or her
ranking after such a meeting, he or she may
appeal the ranking by submitting a letter of
appeal to the Secretary of the Board before the
spring (in March) NHSOA executive board meeting.

Requesting a Referee Ranking Change Upon
receipt of such an appeal, the President of the
Association shall convene a special meeting or
the executive board will discuss via email to
consider the appeal. The decision of the Board
shall be given to the member in writing within
two-weeks of the decision and said decision shall
be final and binding on all parties for one
season.

Requesting a Referee Ranking Change   Any member
in good standing may request that their ranking
be upgraded after the end of the fall season
and before the next calendar year. Before doing
this members must   1. Have had one formal
written assessment, indicating ready for higher
level games during the previous four months
(fall season). 2. Have a partner ranking that is
.25 or higher from the previous calendar years
ranking.

Everyone will begin at level 100 (as they are
currently rated in the Arbiter) for this year and
the rating will be adjusted before the 2009
assigning season.
