- Subcontracting is a competitive field.
- Prime contractors look for reliable companies
that provide quality goods and services on
deadlines. - Understand the terms conditions of a contract
with the prime contractor before serving as a
subcontractor. - FAR Subpart 19.7 The Small Business
Subcontracting Program
10Limitation on Sub-Contracting
- SB prime contractor must perform specified
minimum amounts of work when the contract is a
set aside for SB or 8a. (Minimums of work are
also specified for HUBZones and SDVOSB) - Services 50 of work with own employees
- Supplies or products 50 of cost of
manufacturing not including cost of materials - Ref FAR 52.219-14
11JOINT VENTURE
- Pooling of resources and expertise by two or more
business to perform on a specific contract
without forming a partnership - Contract is in Joint Ventures name
- Risks and rewards are shared
- Affiliation may affect size status
12Affiliation Joint Ventures
Generally firms submitting an offer as a joint
venture are affiliated for size determinations
Exclusions
- Each concern is small for the applicable size
standard and a. or b. applies - The procurement qualifies as a bundled contract
- Not bundled and
- 1. For revenue based size standards the
dollar value exceeds ½ of the size standard - 2. For employee based size standards the dollar
value exceeds 10 million
13Mentor Protégé Program
- Encourages approved mentors to provide various
forms of assistance to eligible small businesses - The purpose is to enhance the capabilities of the
protégé and to improve its ability to
successfully compete for contracts - Two Types SBA DoD
14SBA Mentor Protégé Program
- Protégé must be 8(a) in the developmental stage
- Protégé can only have one mentor at a time
- Mentor can be small or large in good standing
- No cost reimbursement programs

15SBA Mentor Protégé Program
- An 8(a) firm with an SBA approved mentor protégé
agreement may joint venture with their mentor as
a small business for any Federal Government
procurement, provided the protégé is small for
the applicable size standard. - For 8(a) set-asides the joint venture agreement
must be approved by the SBA prior to contract
award.

16DoD Mentor Protégé Program
- Protégé can be SDB, SDVOSB, HUBZone, WOSB or
employing the severely disabled - Protégé must be eligible for Federal contract
awards, be a small business in the NAICS code for
the supply or service being acquired - Mentor must have at least one active approved
subcontracting plan with DoD or another Federal
agency - Mentor receives reimbursement of certain
developmental assistance costs - Does not excuse affiliations
