Title: Campus Climate Neutral Project
1- Campus Climate Neutral Project
- The Bren School, UCSB
- Visioning and Strategic Planning Session
- Betty Seto, David Felix, Fahmida Ahmed, Jeff
Brown, Todd Haurin - October 8, 2005
2Bren School of Environmental Science and
Management, UCSBMasters Thesis Group Project
- Changing the Campus Climate
- Developing a Plan for a Climate Neutral UCSB
- Student Group
- Betty Seto
- Fahmida Ahmed
- Todd Haurin
- Dave Felix
- Jeff Brown
- Faculty Advisor Professor Oran Young
3Project Significance
Need for accelerated U.S. action on Climate
Change
- U.S. Universities Several thousand strong
- Emit an enormous amount of greenhouse gases.
- Large influence on US economy
- Play a lead role in educating next generation of
leaders
- UC Santa Barbara A snapshot
- Part of larger University of California system
- 60,000,000 kWh of electricity annually
- 1,900,000 therms of natural gas
- 133,600 vehicle miles travelled daily
Source 2001 Greening UCSB Group Project,
estimated from of parking permits issued and
average commuting distance
4Project Step-by-Step Approach
- Inventory of campus GHG emissions
- Actions to reduce GHG emissions
- Implementation strategy
- GHG emissions inventory
- Recommend methods for emissions reduction/offset
- Calculate costs and benefits
- Identify steps to achieve administrative support
and cooperation - Develop mechanisms for continuous reassessment
5Progress to date
- UCSB membership with California Climate Action
Registry (CCAR) - Preliminary GHG inventory
- Understanding UCSB campus
- Support from Chancellors Office
- Facilities Management and Sustainability Office
- Student organizations
- UC system wide sustainability policies
6GHG Emissions Inventory
Preliminary results (2004) using Clean Air Cool
Planet Inventory Worksheet
- UCSB developing own GHG inventory for CCAR
- Electricity
- Natural Gas
- Fuel consumption from fleet and on-campus
equipment - (Refrigerants)
- Nation-wide campus GHG inventories generally
include commuting and solid waste
7Fall 2005 Actions to Reduce GHG Emissions
- Researching UCSB Institutional policy
- Incentives for behavioral change
- Funding and budget mechanisms
- Staff allocation
- Engaging UCSB decision-makers
- Chancellors Office
- Facilities Management
- Budget Office
- UCSB Office of Sustainability
- Environmental Affairs Board
- Education for Sustainable Living Program
- Academic Senate
- UC Office of the President
-
8Fall 2005 Research Priority
- A Policy Framework for UCSB Facilities
Management based on UCSB processes, existing
plans, outside literature and our original ideas.
-
- A framework for evaluating campus projects in
terms of criteria we find are important (cost,
GHG reduction, implementability durability) and
against other reduction options (renewable energy
purchases, external offsets). It will also
include examples of - Historic retrofits/projects that have been
successful - Retrofit/project ideas UCSB facilities team can
analyze according to our framework - Ideas we have (water conservation, reclaim) or
from other campus reports (Oberlin,Tufts) - Analysis of institutional barriers and how to
overcome them
9Project Deliverables Spring 2006
- UCSB Campus Climate Neutral Action Plan Report
containing - UCSB emissions inventory and existing energy
efficiency technology - Strategic recommendation for UCSB Facilities
Management (LRDP, building typologies, etc) - Integration plan with campus sustainability
initiatives - Framework for campus energy efficiency projects
- Implementation plans for specific emission
reduction ideas - Mechanisms for long term monitoring process and
reassessment - Education plan to incorporate climate change,
energy efficiency sustainability in academic
curriculum - Lessons Learned from the Project
- Best practices and implementation steps
- Suggestions for obtaining green funding
- UCSB Campus Climate Neutral Network
- Create a durable student and staff structure for
short and long term GHG emissions reductions
initiatives
