- Budget limitations impose that investments cannot
origin from domestic financial funds, but we need
to obtain credits from financial institutions. - Budget funds and business revenues can only be
used for current maintenance of infrastructure
objects to the maximum extent necessary for the
safe and regular traffic.

maintenance of railways and rolling stocks, are
in the same position since they are closely
connected to the Railway Company.
