CONCLUSION
  • Nominations showed substantial increase with the
    maximum increase in the category of Peasants and
    Workers followed by Muslim General, Muslim
    General (Women) and Peasants Workers (Women).
    Districts like Dir and Malakand have shown marked
    improvement particularly in case of women
    nominations.
  • Number of candidates returned unopposed on all
    seats considerably reduced except in the case of
    minorities. Certain areas of Balochistan
    maintained the earlier pattern of filling all
    seats through unopposed candidates because of
    strong tribal hold.
  • 3. Vacant seats in all categories considerably
    reduced in all the provinces except in the case
    of minorities, which in case of NWFP and
    Balochistan could be attributed to scanty
    minorities population in these provinces.

CONCLUSION
  • There was about 5 decrease in voters turnout in
    Punjab where bulk of countrys population (56)
    resides. The voters turnout registered about 4
    decrease in Sindh and 3 in NWFP and about 2
    decrease in Balochistan. The overall decrease in
    voters turnout as compared to first local
    government elections was about 5 which could be
    attributed to reduction of seats in the Unions
    from 21 to 13. However as compared with the last
    General Elections-2002, the voters turnout during
    Local Government Election 2005 showed an
    increase of about 6.
  • 5. The increase in nominations, decrease in
    unopposed returned candidates and vacant seats
    and high voters turnout reflect on the enhanced
    peoples participation in the Local Government
    Elections, 2005 was indicative of their growing
    interest / confidence in the local government
    system, which augur well for the reform turning
    into a political movement.

CONCLUSION (Indirect Election)
  • For Zila Nazim Seats, the nominations increase
    was 145 in Sindh followed by Punjab (102),
    Balochistan (77) and NWFP (71).
  • For Tehsil/Town Nazim seats, the maximum increase
    was in NWFP (203) followed by the Balochistan
    (184), Punjab (111) and Sindh (80).
  • For women seats in Zila Council, the maximum
    increase was in Balochistan (58) followed by
    NWFP (50), Punjab (48) and Sindh (42).
  • For women seats in the Tehsil/Town Councils, the
    increase in Balochistan was (108), followed by
    Punjab (86), NWFP (53) and Sindh (22).
  • For Peasants Workers seats in Zila Council, the
    increase in Punjab was (470) followed by NWFP
    (225) Sindh (138) and Balochistan (21).

CONCLUSION
  • For Peasants Worker seats in Tehsil/Town
    Council, the increase in Punjab was (460),
    followed by NWFP (355), Balochistan (200) with
    Sindh showing a decrease of (75).
  • For Minorities seats in Zila Councils, the
    increase in Punjab was (115) followed by Sindh
    (16) with Balochistan and NWFP showing a
    marginal decrease of 10 and 3 respectively.
  • For Minorities seats in Tehsil/Town Councils, the
    increase in Punjab was (163) followed by
    Balochistan (46), NWFP (9) with Sindh Showing a
    marginal decrease of 18.

CONCLUSION
  • There has been an overall decrease in number of
    candidates elected unopposed and vacant seats.
  • 100 voter turnout in indirect election
  • The above democratic trends reflect on greater
    peoples participation in the LG elections and
    their growing interest and confidence in the
    Local Government System. However, there has been
    a strong public perception of political
    manipulation of Local Government Elections
    particularly of Zila/Tehsil/Town Nazims where
    massive use of money was also witnessed thus
    allowing people with vested interest to occupy
    such important offices. It is feared that this
    may result into serious damage to the Local
    Government reform objectives.
