2 Entering the ATS
- Access ATS through the Consular Affairs website
at - http//www.travel.state.gov/family/adoption/conve
ntion_462.html. - Accredited/Approved ASPs select the link labeled
- Enter the Adoptions Tracking Service.
- ASP users logging in for the first time must use
the Control Number provided at the bottom of the
application form they used to apply for a PKI
certificate. Follow the prompts to set up your
own password and user name. - For subsequent logins you will use the password
and user name you initially set up. - Remember not to give out your Control number,
login information, or allow the use of security
certificate software by anyone other than the
individual to whom it was issued. - The privacy act statement at the bottom of the
page describes the safeguards the Department will
use to protect private information provided to us
by the public from unauthorized disclosure. -

- After successfully logging in, ATS users will
manage limited data related to adoption cases as
well as the agencys contact and fee information.

8 Managing Contact and Fee Information
- To modify or update your mailing address,
telephone, or e-mail address information
(including your branch offices), simply click on
the add or edit buttons located next to each
field, enter the data, and save. - You can enter and manage your fee information in
the same way. - There are seven general fee categories that an
ASP must disclose to families in connection with
an intercountry adoption the home study,
adoption expenses in the United States, foreign
country program expenses, care of the child,
translation/document expenses, contributions,
post-placement, and post-adoption reports. Enter
the information based on these categories as they
apply to your agency.

10 Maintaining Immigrating Case Information
- Detailed data on immigrating (incoming) cases
will be imported into ATS from a separate data
base belonging to the State Department. - Adoption service providers will update and
maintain this existing case information by
providing data about milestone events that occur
before and after the child enters the United
States on an immigrant visa, such as the date
they received the Article 16 report on the child,
the date of final adoption in the U.S. (if
applicable), and any delays, disruptions, or
dissolutions (if applicable). - To access case information select the link that
says search immigrant cases. - Use the search criteria to look up a particular
case, select the edit button to enter a case
and modify the applicable data, and save it.

14Maintaining Emigrating Case Information
- Agencies must create and manage Hague and
Non-Hague emigration cases. - Search for a case first.
- If the case does not exist, select the create
new case button. - Enter applicable names of the child and family,
contact information, the location of the child,
and the country where the child is going,
disruptions/dissolutions (if applicable), etc. - Save the case and DOS will be able to retrieve
the case in ATS. - To go back into a case afterwards, use the
search button.
