Why Must Tenant Agencies Develop A Resource
Efficiency Plan
  • While TBPC owns the building, they have no
    control over tenant agency employee behavior
  • Object is to have realized savings pay for
    retrofits
  • Employee behavior directly affects utility use
  • In full service leases it can reduce cost of
    future leases
  • Sets a good example for landlord and others

What Should An REP Look Like?
  • This plan is for the agency, not SECO or TBPC
  • Amount of detail is up to agency
  • TBPC may ask that certain activities be
    undertaken
  • SECO may request revision of REP to ensure rule
    compliance

How To Build An REP
  • Identify an agency employee responsible for REP
    development and implementation that
  • is appointed by or at the least has the formal
    backing of the agency head
  • will be the contact person for the agency, SECO
    and TBPC regarding the REP
  • Form a team
  • Draw from Executive, Human Resources, Information
    Technology, Purchasing, Security, other
  • Assign parts of REP to team members
  • Have reviewed and approved by administration as a
    priority

  • This section will identify agency utility
    conservation goals and will summarize your
    efforts to achieve those goals
  • A Utility Assessment Report or a Preliminary
    Energy Audit
