Title VI, Part B Initiative
  • Both programs were designed to help rural
    districts that lack personnel and resources to
    compete effectively for federal grants
  • Designed to assist rural LEAs in using Federal
    resources more effectively to improve the quality
    of instruction and student academic achievement

What is REAP-Flex?
  • Use of specific Federal Formula funds to support
    local activities to assist in addressing local
    academic needs more effectively
  • Does not involve a transfer of funds from one
    program to another
  • Gives LEA broader authority in spending
    applicable funding

REAP Flex (Alternate Use of Funding)
Purpose To help eligible LEAs address local
academic needs more effectively by giving them
greater flexibility in the use of limited federal
resources

  • Accountability

  • Failure to make AYPuse all applicable funding
    and SRSA grant funds to carry out District/School
    Improvement requirements of Title I-A (Section
    1116)

  • Award grants go directly to LEAs from the USDE
  • USDE Secretary determines the award grant
  • Funds may be used to carry out activities
    authorized under certain stated criteria

  • Funds can be used to carry out activities
    authorized under one or more of the following
    federal programs
  • Title I, part A
  • Title II, parts A and D
  • Title III
  • Title IV, parts A and B
  • Title V, part A

  • Award Criteria
  • Average daily attendance (ADA) is fewer than 600
  • or,
  • Total population density is fewer than 10
    persons per square mile
  • and
  • 2. All the schools served by the LEA have a
    school locale code of 7 or 8

SRSG Allocation Formula
  • The number of students in average daily
    attendance, minus 50
  • Multiply this number by 100
  • Add 20,000
  • If the total is above 60,000, this amount is
    capped at 60,000
  • Subtract the sum of the allocations received by
    the district during the prior fiscal year under
    Title II-A Title II-D Title IV-A and Title V-A

  • Even eligible LEAs not receiving an allocation
    through the Small, Rural School Grant program may
    still exercise REAP-Flex authority!

  • Award Criteria
  • 20 or more of the children served by the LEA are
    from low income families
  • All the schools in the LEA have a school locale
    code of 6, 7 or 8
  • LEA is not eligible for a Small, Rural School
    Grant

  • Authorizes the USDE Secretary to award grant
    funds to states, which in turn award subgrants to
    eligible LEAs
  • Award criteria is based on average daily
    attendance
  • Funds may be used to carry out activities

Word of Caution
  • There is no guarantee an LEA that received funds
    under either program this year will receive the
    same amount next year, or at all.
  • Also,
  • There may be more LEAs eligible next year,
    therefore funds may be divided among more LEAs.
