TCSC Exceptions
  • False starts are only recalled for 6U and 8U,
for which there are no disqualifications.
  • All other age groups are not recalled for false
starts. Dual confirmation between the starter

disqualifications, and the swimmer is informed
    after the race (2007 change).
  • Backstroke
  • Backstroke turn need not be continuous. Swimmer
may not turn onto the breast prior to the
    backstroke flags.

35

Officials Training
TCSC Exceptions
  • 6 Under
  • DQ only if swimmer swims incorrect stroke for 3
or more complete arm stroke cycles. If it
appears the swimmer is attempting to swim the
    correct stroke, no DQ.
  • False starts recalled, but no DQ.
  • No DQ for illegal touch.
  • Note Relay exchanges must comply with rules

36
Twin Cities Swim Conference Parent Volunteer
Officials Training
TCSC Exceptions
  • 8 Under
  • Breaststroke Butterfly DQ only if swimmer
makes a swim infraction for 3 or more consecutive
arm stroke cycles or an illegal touch/finish. A
swimmer that does 2 incorrect, 1 correct, 2
incorrect, 1 correct, taking advantage of this

Officials Training
  • Timer responsibilities
  • Ensure swimmer is in the right lane.
  • Start watches with starter strobe light.
  • Record manual watch times consistently on timing
    sheet.
  • Report if there is a delayed touch to the pad.
  • Finish is when some part of the swimmer comes in
contact with the pad (when automatic timing

39
Twin Cities Swim Conference Parent Volunteer
Officials Training
Order of Finish
For dual meets will be determined by time For B
conference and conference, automatic timing
equipment is to be used, and integration of times
as outlined in the USA Swimming rulebook will be
followed.

Order of Finish
  • Official watch time
  • Two watches, average time recording to
    hundredths (truncate beyond hundredths).
  • Example Watch 1 33.25 Watch 2 33.50
  • Average is (33.25 33.50)/2
  • 66.75/2 33.375 33.37
  • Three watches, intermediate time, or if two
    watches agree
  • Examples
  • Watch 1 33.25 Watch 2 33.50 Watch 3 33.30
    Time33.30
  • Watch 1 33.25 Watch 2 33.25 Watch 3 33.30
    Time33.25

Timing Adjustments
  • Priority of timing equipment
  • Touchpads (automatic)
  • Buttons (semi-automatic)
  • Watches (manual)
  • When everything works, adjustments are not
    needed.
  • Everything doesnt always work

42
Twin Cities Swim Conference Parent Volunteer
Officials Training
Timing Adjustments
  • Integration of times
  • When all the equipment is working and the swimmer
properly activates the pad, this is easy
  • When the equipment does not work or the swimmer
fails to activate the pad, you must integrate the
times such that all times are equivalent

43
Twin Cities Swim Conference Parent Volunteer
Officials Training
Timing Adjustments
  • When the equipment does not work or the pad is
not properly activated, the referee is
    responsible for
  • Confirming that a timing malfunction has
    occurred
  • Integrate the backup time to the primary time
  • In other words, if the automatic timing system
has malfunctioned, the referee is responsible for
integrating (adjusting) the backup time to the
automatic time. Or, put another way, is
responsible for eliminating the human variability
    in the backup times!

44
Twin Cities Swim Conference Parent Volunteer
Officials Training
Timing Adjustments
  • Equivalency of times
  • Automatic. Time is started by the starting
mechanism and stopped by the swimmer with the
pad. There is no human intervention.
  • Semi-automatic. Time is started by the starting
mechanism and stopped by the timer depressing the
button. There is human intervention for the
    finish of the race.
  • Manual watch. Time is started by the timer and
stopped by the timer. There is human
    intervention twice.
