Segmented PW WG Draft.

• Former PW-switching draft.
• Basic signalling interworking definition between
  different flavors of PW setup and maintenance
  protocols. ( currently LDP, L2TPv3, Static )
• Do we need to add IP UDP/RTP to it ?
• Usage examples ? should remain here or moved into
  the MS-PW requirement document ?

• One more cleanup pass. ( duplication, non
  requirement etc.)
• Re-organize in orer of increasing complexity.
  (Sections build on each other)
• each section divide in mandatory, and optional
  requirements.
• Criteria ? Suggestions ?
