Background Information

• NUMPAC is a provider of number portability
  functionality for telecommunications companies
• Finnet, Elisa, Saunalahti and TeliaSonera own the
  company with equal shares, i.e. each company has
  25 of the shares.
• NUMPAC outsources most of its activity, e.g.
  operation and maintenance of the Master system,
  to remain a light and cost efficient
  organisation.
• NUMPAC aims to act cost efficiently to keep the
  additional costs of the number portability to the
  operators and other customers as low as possible.

Business model

• NUMPAC has a Service contract with each operator
  using the service.
• NUMPAC pays Accenture to maintain the Master
  system. The contract with Accenture will last at
  least 5 years to around mid 2008.

Portable numbers

• Only phone numbers can be ported.
• Possible answering, data or fax numbers, that the
  customer might have, are not ported.
• Prepaid numbers can be ported only if the
  customer has a contract about it with the
  operator. In practise there are no such contracts
  in Finland at the moment. This means that prepaid
  numbers cannot be ported.
• Other possible services added to the subscription
  like short codes for answering and similar
  services, etc. are not ported.

Why do we port mobile numbers so eagerly in
Finland

• Number porting process is very easy and simple to
  the end-user
• It is not allowed in Finland to combine sales of
  cell-phone and sales of subscibtion
• Ending the customer relationship with one
  operator and moving to another is very simple
• Number of PrePaid subscriptions is relatively
  small
• Operators heavy campaigning is seen in high
  number of portings
• Especially seasonal special offers are tempting
  to the consumer
• Peak seasons school end (May-June), back to
  school (August) and Xmas season
