3Presentation at ATC GLOBAL 09
- EU aviation safety policy
4EU aviation safety policy - basic principles
- High and uniform level of safety through
- Establishing independent safety regulator EASA
- ensuring that products, services, persons and
organisations comply with common safety rules - EASA system shared roles between Member States,
Commission, EASA industry - Because aviation system behaves and is a network
it is needed that there is - A progressive harmonisation of safety
requirements across all fields - A total system approach
5Implementation of aviation safety policy
progressive harmonisation
EASA Basic Regulation - adopted in 09/2002
- EASA 1st extension
- OPS, FCL, 3rd country a/c
EASA 2nd extension - ATM/ANS aerodromes
6EU aviation safety policy - how to best achieve
in ATM/ANS?
- 1.Report on total system approach
- 2.Commission SES II proposals
- 3.EC asked EASA Opinion 01/2008 to extend
EASA system to cover ATM/ANS and aerodromes. - 2 and 3 have to been seen as a package

8Total system approach in aviation safety
regulation why?
- Aviation system behaves as a network ? high and
uniform level of safety attained through
harmonized requirements applicable across all
domains ? total system approach - Eliminates risks of safety gaps, conflicting
requirements and confused responsibilities - No two channels for safety regulation, no
questionable distinction between ATM/ANS and
other aviation activities - Reduces burden on the regulated persons by
streamlining approval (certification) processes - Well adapted to regulation of future ATM/ANS
systems where equipment on ground, on board, in
space and their link constitute a single system
9EASA system comprehensive proven
- EASA system proven system and comprises of
elements needed in safety regulation, notably - principal regulatory activities rulemaking,
certification standardization inspections
responsibilities - but also
- safety analysis
- mutual recognition of all approvals
- international cooperation
- enforcement sanctions, loosing mutual
recognition, EU infringement procedure - NAAs obligatory exchange of safety information
(MS-EC-EASA-AIB) - voluntary reporting and protection of the source
(just culture) -

- How to implement safety education for ATCOs?
13What has been proposed for ATCOs
- Essential Requirements, scope implementation
means for ATCO qualification defined by
legislator - continuation of existing licensing schemes, but
- ERs allow to complement improve (on lessons
learnt) - Direct applicability EASA standardisation
inspections of competent authorities uniform
implementation assist in interpretation of
rules - ER on Theoretical knowledge (as an example)
- (i) An air traffic controller must acquire and
maintain a level of knowledge appropriate to the
functions exercised and proportionate to the
risks associated with the type of service.
14Safety education for ATCOs
- New Implementing Rule (IR) by the Commission
- IR based on ATCO Directive, can complement where
necessary - IR supported by Acceptable Means of Compliance
(by EASA) - safety issues already included in ATCO Dir
- IR AMCs in EASA system ? basis for competency
based training objectives, including safety
education (as need may be)
