  • Establishing independent safety regulator EASA

    uniform level of safety attained through
    harmonized requirements applicable across all
    domains ? total system approach
  • Eliminates risks of safety gaps, conflicting
    requirements and confused responsibilities
  • No two channels for safety regulation, no
    questionable distinction between ATM/ANS and
    other aviation activities
  • Reduces burden on the regulated persons by
    streamlining approval (certification) processes
  • Well adapted to regulation of future ATM/ANS
    systems where equipment on ground, on board, in
    space and their link constitute a single system

What has been proposed for ATCOs
  • Essential Requirements, scope implementation
    means for ATCO qualification defined by
    legislator
  • continuation of existing licensing schemes, but
  • ERs allow to complement improve (on lessons
    learnt)
  • Direct applicability EASA standardisation
    inspections of competent authorities uniform
    implementation assist in interpretation of
    rules
  • ER on Theoretical knowledge (as an example)
  • (i) An air traffic controller must acquire and
    maintain a level of knowledge appropriate to the
    functions exercised and proportionate to the
    risks associated with the type of service.

Safety education for ATCOs
  • New Implementing Rule (IR) by the Commission
  • IR based on ATCO Directive, can complement where
    necessary
  • IR supported by Acceptable Means of Compliance
    (by EASA)
