  • New Association Officers
  • Association President Mike Ruane announced the
    appointment of three new officers

  • Orientation for New EDs and Staff
  • Association members identified ways to provide
    greater support to new county commission EDs and
    staff, including
  • A master list of all staff at the state and
    county commissions
  • A volunteer mentor for the first 6 months
  • A compilation of directives to county commissions
  • Centralized information on statewide initiatives
  • New staff orientation several times a year
  • Encouragement for new staff to attend regional,
    Association, and State Commission meetings to
    gain an overall perspective and connect faces
    with name

  • School Readiness re-application process
  • Regional meetings will be held this fall to
    review draft policies and forms
  • Conference calls will be held, FAQs and TA will
    be available
  • Reapplications will be due this winter for
    programs that began in 01/02 and 02/03
  • Funding notifications will be sent in the spring
  • SR implementation funds will continue as a
    state contribution, but will no longer be called
    implementation funds. In the future, these will
    probably be called coordination funds.

  • Legislative Update
  • AB 109 (Chan) now requires that commissions adopt
    policies on administrative expenditure limits,
    salary and benefits, conflict-of-interest, and
    procurement and contracting.
  • SB 35 (Florez) requires the State Controller to
    develop guidelines for independent auditors to
    determine whether local commissions are
    implementing the policies enumerated in the Chan
    bill.
  • The two bills are complementary and are expected
    to become law as a package.

  • Association Updates
  • The GFOA Financial Management Manual is now
    posted on the Associations website,
    www.f5ac.org.
  • The Department of Health Services plans to
    examine the feasibility of a master contract with
    the Association under which county commissions
    could subcontract to gain access to USDA funds
    for local nutrition projects.
  • The Executive Committee authorized the
    Association to perform an ED salary survey this
    fall in response to requests from a number of
    commissions.

  • Association Updates, cont.
  • Counties participating in the First 5 Service
    Corps will soon have to reevaluate financing of
    the program because the State Commissions
    contribution will run out within a year.
  • The National Childrens Study will examine the
    effects of environmental influences on the health
    and development of more than 100,000 children
    across the United States. The study will be
    conducted in 101 locations nationwide, nine of
    which are in California. Members interested in
    expanding the study statewide should contact Mike
    Ruane for more information.

  • Report from State Commission Staff
  • The Evaluation Workgroups final report is
    available on the Associations website and the
    State Commissions website.
  • The Evaluation Workgroup will assist state staff
    to develop the RFP for the new evaluation
    contract.
  • Counties will be surveyed on their questions and
    perceived needs regarding the new framework so
    those issues can be addressed in the process of
    developing the RFP.

  • Kris Perry described her plans for on-going
    collaboration with the Association in the areas
    of program and technical assistance, research and
    evaluation, legislation and advocacy, and media
    and communications.
  • Kris will visit all the regions before the end of
    the year. Counties are welcome to have whomever
    they wish present at those visits --
    commissioners, grantees, EDs and staff.
  • Mike Ruane presented Kris with a framed photo and
    plaque recognizing her contribution to the
    Association.

  • The Commission approved 4 million for the second
    year of production of KCETs A Place of Our
    Own and Los Niños en Su Casa, designed to
    reach home-based child caregivers.
  • In the coming year, KCET plans to expand the
    programs community outreach component to
  • involve more CBOs and other partners
  • increase publicity for the program in order to
    reach more viewers and encourage PBS affiliates
    to make greater use of the program
  • create a media bank of First 5 ads that will be
    broadcast at no charge in all 7 markets at a
    variety of times throughout the week.

  • The Commission approved changes to the contents
    of the Kit for New Parents
  • A new board book, My Shapes, will replace the
    current book that scored low in the Kit
    evaluation.

  • An activities brochure with indoor and outdoor
    activities by age
  • A booklet with child development milestones by
    age

  • The Commission approved 250,000 for a statewide
    evaluation of the Asian languages Kit for New
    Parents.
  • The Commission adopted the revised evaluation
    framework that was first proposed at its May
    meeting by the joint state-county Evaluation
    Workgroup.
  • The Commission released the remaining 2 million
    of its 3 million commitment to support the
    activities of the Affordable Buildings for
    Childrens Development (ABCD)

  • The Commission approved 3,139,817 over three
    years for the Paid Family Leave Collaborative, to
    support a community outreach campaign to educate
    parents, caregivers, and workers about the Paid
    Family Leave law that took effect in 2004.
  • Funds will be released annually, upon
    report-backs to the Commission
  • The Collaborative will work with the California
    Child Care Resource and Referral Network and the
    California Partnership, a statewide network of
    anti-poverty organizations, to reach low income
    and non-English speaking parents..

  • Several management positions are open, including
    Deputy Director and Legislative Director

  • The Commission is about to submit its 1-year
    response to the State Audit
  • Research and evaluation
  • Kris expressed strong support for the new
    evaluation framework, particularly the concept of
    the Center for Results. She noted the success
    of the partnership with county commissions in
    developing the new framework

  • Program and technical assistance
  • The Oral Health Education and Training Project
    will release its new brochure, Healthy Teeth
    Begin at Birth, in 10 languages. Each county
    will be provided an initial supply.
  • A DVD, brochures and other handouts will be
    released this summer from the Childcare Linkages
    Project on asthma education for early childhood
    providers.
  • Preschool for All applications are due July 27th.
  • Media and communications
  • The PR and communications contractor will
    redesign the Commissions website and develop a
    communications plan. The plan will be developed
    collaboratively with county commissions through a
    workgroup process.

  • Legislative Update
  • AB 172 (Chan) is intended to be used for the
    implementation of the PFA initiative, should it
    pass next spring. The Commission has a support
    position on the bill which is now a 2-year bill
    and is not expected to move further this year.
  • SB 564 (Torlakson) increases the tax on
    cigarettes by 1 per pack. It is currently in
    the Senate Revenue and Taxation Committee. The
    Commission has a support if amended position and
    staff will meet with the author regarding
    proposed amendments.
  • AB 1565 (Pavley) would establish pilot projects
    to develop and implement a quality child care
    rating system. The Commission was asked to
    support the bill but declined to take action.

  • AB 1246 (Wolk) requires the Superintendent of
    Instruction, in conjunction with others, to
    develop and adopt preschool curriculum standards
    for 3- and 4-year olds and to convene a panel
    every 7 years to review the standards.
  • Speakers asked the Commission to use its
    influence to slow down the process because it has
    not been inclusive of communities and experts
    with an understanding of the needs of English
    language learners.
  • The Commission asked staff to offer the Dept. of
    Education expertise and support to convene a
    panel on ELL and asked the diversity and equity
    contractor to develop tools and supports for
    those working on the standards.

  • Ads promoting the benefits to society of
    universal access to preschool are in development
    and will run after the November special election
    until mid-to-late January.
  • Parent focus groups, underway to help develop the
    anti-obesity ad strategy, have found
  • Parents dont realize obesity is an issue for
    young children
  • Parents dont recognize that their individual
    food choices have a cumulative impact
  • Ease is a factor driving the use of fast food
  • Parents think their children get enough physical
    activity
  • The long-term health impact is the most
    motivating message
