  • This initiative was created out of a
    collaboration between the three workforce
    investment boards in Silicon Valley and Joint
    Venture.
  • Regional Stakeholders include leaders from

  • Employers
  • Workforce professionals
  • Labor
  • Academics, researchers and interested
    non-profits and social service agencies.

  • How volatile is the demand for skills and
    occupations within our innovative economy and
    what are the costs of this turbulence on
    employers and workers?
  • Are Silicon Valley educators prepared to train
    and develop current and new workers who must
    respond to the changing economic demand for new
    skills and education?
  • What should Silicon Valley be doing to ensure
    that employers in our innovative economy will be
    able to find the workers they need within our
    region?

Process for the Initiative I
  • Phase One Define the challenges find
    agreement around Common Outcomes
  • Develop agreement around common outcomes and
    identify ways to measure those outcomes.
  • Phase Two Develop and Refine Strategies for the
    Regional Action Plan
  • Establish a list of strategies that should be
    evaluated for the regional action plan.

  • Identify and discuss the programs and activities
    that make up each strategy
  • Develop a regional action plan that the region
    moves forward with

Common Outcomes
  • Outcome 1 Increase capability and capacity for
    adults to have access to skill building.
  • Outcome 2 Raise the floor for workforce
    readiness with our low-skilled and/or low wage
    residents
  • Outcome 3 Increase the pool of qualified
    applicants for targeted replacement job
    opportunities in the region.

  • Technology tools and early warning system
  • Regional forecast including industry advisory
    councils
  • Regional agreements on training and reemployment
  • Coordinating on skills development and research
  • Entrepreneurs Self-Employment Training
  • Looking at incorporating entrepreneurship
    training into current training programs and
    evaluating new opportunities to support
    strengthen self-employment
  • Incumbent Worker Training
  • Evaluating new professional workforce credentials
  • Developing an industry shared resource incumbent
    worker training model

Strategy Development Groups II
  • Job training with Entry-level Employment
  • Expanding current local programs to a regional
    level (including apprenticeship programs) that
    provide job training with entry-level employment
    and considering new models.
  • Adult Workforce Training Education
  • Finding common assessment mechanisms and
    workforce readiness certificates that are used
    and accepted region-wide.
  • Developing integrated basic skills and vocation
    education that moves people quickly into industry
    specific employment (i-Best)
  • Improving adult workforce training and education
    so it is faster, more flexible and more responsive

Regional Stakeholders Meetings
  • Final meeting is meant to review the Regional
    Action Plan and discuss what needs to be done to
    finalize the document and discuss next steps
    based on the recommendations from the study
