3 BellSouth E9-1-1/VoIP Wholesale Support
- May 2005, BellSouth announced that it would offer
VoIP providers the opportunity to purchase direct
connection to each of BellSouths sixty-four
9-1-1 selective routers to enable delivery of
calls to PSAPs - June 2005, BellSouth posted an E9-1-1 Guide for
VoIP Providers http//www.interconnection.bellsou
th.com/guides/e911/html/avspe001/index.htm - July 2005, BellSouth developed a professional
services agreement for the assignment and
management of pANI-ESQK numbering resources - August 2005, BellSouths tariffed offering for
direct interconnection to the E9-1-1 wireline
network became effective - This solution will provide emergency responders
with the callers callback number and the address
associated with the VoIP customers assigned
number - Street address only provided in cases where VoIP
provider furnishes location information. VoIP
provider must update and provide current location
information when end user is making calls from
other locations.
4BellSouth VoIP Retail Service
- BellSouth has begun offering a residential VoIP
service BellSouth Digital
Phone Service - BellSouth Digital Phone Service will be provided
to a subscriber only after that subscribers
initial registered location is E9-1-1 serviceable - BellSouth web site registration process requires
that all subscribers review and acknowledge the
terms and conditions of service, including
detailed information on how E9-1-1 works in
conjunction with the service - If a subscriber changes location and the new
location is not E9-1-1 compatible, service
will be suspended until the subscriber registers
a serviceable location
5E9-1-1 Solutions for VSPs
- VoIP Service Providers (VSPs) initially could
contract with interconnected CLECs to deliver
emergency 9-1-1 calls - The National Emergency Number Association (NENA)
developed a phased E9-1-1 approach, which will
ultimately provide IP-based E9-1-1 services to
nomadic, fully mobile VSP end users - NENA I1 is a non-enhanced 9-1-1 solution, which
routes calls to 10-digit administrative PSAP
lines - NENA pre-I2 provides E9-1-1 for fixed subscribers
and introduces support for foreign area codes and
mobility, but requires VoIP end user to register
their new location when changing locations - NENA I2 adds support for nomadic and fully mobile
VSP end users with automated location
identification - NENA I3 will support nomadic, fully mobile VSP
end users over an IP end-to-end network - NENA I3 standards are currently under development
- NENA I3 will allow call-takers to communicate
with responders by voice, video, or text

and governmental authorities to support the
