• The Global Fund should support the growth of the
  national health product manufacturing industry. A
  way to reduce costs greatly would be for the
  Global Fund to invest in infrastructures that
  would produce ARVs, bed nets and essential
  medicines in the countries where the incidence of
  the disease is higher.

• Establish a separate funding envelope to build
  the capacity of potential and actual applicants
  to access grants.
• Move beyond advocacy, support and guardianship to
  directly negotiating and influencing price
  reductions for medical, nutritional, and other
  health products.
• CCMs should co-sign grant agreements with PRs to
  provide the former with a legal mandate to
  follow-up and promote transparency, equity and
  inclusion. This will also encourage equitable
  selection of grassroots organizations with a wide
  reach to ensure funding reaches the neediest.

• Regarding grants coming to the end of Phase 2,
  the GF should evaluate using performance-based
  funding elements and current ME milestones, and
  provide scale-up funding for grants that are
  achieving positive results while constantly
  weaning them for sustainability.

• Ensuring Global FundFinancial Sustainability
• While advocating for debt relief for even more
  countries, the GF should push beneficiary
  countries to appropriate a fixed minimal
  percentage of their budget to health, while
  requiring good management, under the 2001 Abuja
  agreement by countries to contribute at least 15
  per cent of their budgets to health.
