9The Route of the Fence A Huge investment!
10Most of the route, protects and annexes
settlements and does not defend Israel directly
The Price (according to the Ministry of
Defense) 12 Million NIS per km of Fence 15
Million NIS per km of Wall Total Approx. 10
Billion NIS (3 Billion US)!
11Roads Paved for the Palestinians The fence
annexes lands and cuts through existing roads,

normal life.

And many obstacles along the way

18Modiin Illit
Founded 1996 (After Oslo) Settlers 37,800
(The biggest settlement)
19Although the two sides agreed to a peace process,
at the interim phases the was no real change
On the Israeli side - The number of Settlers
doubled On the Palestinian side - The terror
attacks against Israelis continued
As a result the two sides lost their faith in
the other side and in the chances for peace
20Camp David 2000
And a big disappointment with the failure of the
talks which led to the eruption of the violence
in September 2000
After years of stagnation with Netanyahus
government - A new hope again
21The Illegal outposts
In 1996, the Israeli government decided not to
build new settlements
22The Illegal outposts
Ever since, Israel established c. 100 new
settlements, unofficially, and illegally - These
are the outposts
23For Example the Outpost of Derech Haavot
The official answer of the authorities to the
questions of Peace Now
- The outpost is illegal.
- The outpost is located, in part, on private land.
- The outpost does not have an outline plan nor a
legally approved construction plan. - There are approx 25 demolition orders for
structures in the outpost.
24Israels commitments to evacuate the outposts
- The Israeli law (the outposts are illegal)
- A Government Decision from 2005
- The Roadmap (March 2003)
- An Official Letter to NSA (April 2004)
- Commitments to the Supreme Court
No real outpost was evacuated!
25The Situation Today
120 Israeli Settlements
The result A Bi-National State! The world will
not accept Israels control over millions of
Palestinians. The Palestinians will continue to
resist and fight against Israel. If the
settlements are not evacuated, in the end and
after a long bloodshed, Israel will have to give
the Palestinians full civil rights.
275,200 Settlers 180,000 in Jerusalem
2,050,000 Palestinians 250,000 in Jerusalem
26The Separation Fence
8.6 of the WB 49 Settlements
- Not A Solution!
- The Palestinians will not accept the unilateral
line set by the Israeli fence, and the conflict
will continue. - The fence
- Isolates East Jerusalem from the West Bank
- Cuts the West Bank and prevents continuity
- gt Prevents a Palestinian State!
190,000 Settlers 180,000 in Jerusalem 25,000
Palestinians 250,000 in Jerusalem
27Geneva Initiative
- Final Status Agreement
- Only an agreement will ensure the end of the
conflict - Within the Agreement
- Israel evacuates most of the Settlements,
annexing a few in which the majority of the
settlers lives - To keep those settlements Israel swaps it for
land near Gaza Hebron - Full agreement on the refugees and Jerusalem
2.2 of the WB 21 Settlements
140,000 Settlers 180,000 in Jerusalem 0
