General Recommendations
  • Have a comprehensive approach addressing mobile
    and industrial/ stationary sources of air
    pollution
  • Emphasize implementation of policies
  • Develop and adopt ambient air quality standards
  • Do more air quality monitoring, emission
    inventories, and source apportionment
  • Operationalize the air quality provisions of the
    Pakistan Environmental Protection Act of 1997
    through the provision of a Pakistan air quality
    policy/ action plan

Institutional and Regulatory Framework
  • Staff strengthening (quantity and quality)
    including establishment and strengthening of
    training institutions
  • Institutional coordination at national,
    provincial and local levels

Travel Demand Management and BRT
  • Enforcement of Existing laws and policies

    three lane dual carriage ways (medium-term)

Fuel quality, Emissions and Alternatives
  • Notify and officially inform stakeholders on
    effective date of Euro II standards and fuel
    specification (Pak EPA and MOP)
  • Euro II-compliant fuel (gasoline and diesel)
    available on 1 January 2008
  • Regular monitoring of progress towards meeting
    the target
  • Federal government to work with stakeholders on a
    roadmap for Euro III and IV
  • Address adulteration problem of 2T oil through
    better implementation and policing
  • Develop consensus on the role of biofuels in
    Pakistan through an international workshop on
    biofuels and pilot projects

Public Information and Awareness Raising
  • Collect data on air quality and ensure that
    decision makers are aware of the air quality
    situation
  • Promote information exchange among AQM
    stakeholders
  • Broaden awareness raising through creating
    capacity in the form of environmental clubs to
    increase the impact and scale of awareness
    raising
  • Media speak of the danger and the ways to
    prevent and minimize air pollution
  • Combination of voluntary and sponsored awareness
    raising activities
  • Incentive system to reward good corporate
    citizens
  • Give incentives to private sector which support
    practices that reduce or prevent air pollution
  • Include AQM in educational curriculum at all
    levels

In-use vehicles emissions management
  • Federal
  • Age based criteria for scrappage (and buyback) of
    old commercial vehicles (gt 15 yrs), included with
    green fund support review experience of other
    Asian countries in this regard.
  • Discuss the need for tightening policies for the
    import of reconditioned vehicles.
  • Need to develop in-use emission standards based
    on sample tests review experience of other Asian
    countries in this regard.
  • Vehicle manufacturers should stop using asbestos
    in clutches and brakes.
  • Province and City
  • 2-stroke technology 3-wheelers to be phased out
    and replaced with 4-strokes (inclusive of CNG
    vehicles)
  • Inspection and Maintenance by private sector
    certification by government.
  • Present system is only for commercial vehicles
    (under fitness testing) and does not include
    emission tests vehicles expand it to include
    private vehicles and emission tests.
  • Government needs develop the institutional
    mechanism, guidelines for contracting, model PPP
    MOUs etc.
  • Frequency of emission testing (recommended
    annually for commercial, and bi-annually for
    private vehicles).
  • Vehicle dealers should be encouraged to set up
    inspection and maintenance centers

  • Develop an action plan to follow-up on Sept 2006
    workshop
  • Document workshop presentations and outcomes on
    www.cleanairnet.org/pakistan (20 September)
  • Present recommendations at BAQ 2006 Pakistan
    country workshop
  • Two follow-up workshops in 2006 one in Islamabad
    and one city based
  • Document Lahore story, both for Pakistani
    audience as well as international audience
  • Develop communication strategy to inform
    stakeholders in Pakistan and outside on progress
    made in AQM in Pakistan
  • Develop integrated round tables on selected
    topics
  • Capacity building one or two training courses
  • Negotiated consensus on the role of PCAN/CAI-Asia
    as monitor of recommendations reached during
    workshop

PCAN strengthening
  • Develop institutional structure of PCAN as a city
    based network charter, articles of association,
    governance structure
  • Develop memorandum of understanding between
    PCAN/CAI-Asia with Pak EPA, Provincial EPAs
  • Increase staff strength of PCAN with an
    additional person
