Title: Determination of Road Maintenance Needs
1 Determination of Road Maintenance Needs
March, 2007 Eng. David S. Luyimbazi
2Introduction
- Road maintenance needs determined using PAM
RED - Input information derived primarily from road
inventory, traffic and condition data - Results are only indicative.
- Model inputs -
- National Roads Inventory
- National Roads Traffic
- National Roads Condition
- Vehicle Operating Costs
- Pavement Design Life.
3Homogeneous Road Network Matrix
4Road Condition Profile by Surface Type
5Routine Periodic Mtce Costs
Routine Maintenance Costs (US/km)
Periodic Maintenance Costs (1000 US/km)
6VOC input data for RED Model
US/Km
7Aggregated average traffic levels
8Pavement Design Life (Years)
9Results of PAM analysis
10Maintenance Requirements (mil. US)
Scenario 1 Existing Situation
Scenario 2 - Desirable
- Routine 24.92
- Paved 4.26
- Unpaved 20.65
- Periodic 47.07
- Paved 10.11
- Unpaved 36.95
- Routine 11.76
- Paved 3.05
- Unpaved 8.71
- Periodic 38.43
- Paved 9.48
- Unpaved 28.96
Maintenance Cost Savings US 21.8
NOTE Current Maintenance funding US 40m/year
11Vehicle Operating Costs (mil. US)
Scenario 1 Existing Situation
Scenario 2 - Desirable
- Gravel 238.96
- Paved 521.56
- Gravel 197.03
- Paved 493.55
VOC Savings US 69.93
- Equivalent to 1.5 of National GDP,
- Extra US 251.45 per motorist annually.
12Impact of Funding Deficits
13Impact of Funding Deficits - Backlog
- From chart above, every US1 of maintenance held
back, each road user incurs US 3.58 in VOCs
- Current funding of US 40m represents D40
- Road maintenance backlog _at_ 4,429km
- Shortfall of US 22 mn wrt existing scenario.
14Conclusion
- It is less costly for both Government and Road
Users if roads are in good condition - Inadequate funding can only lead to loss of
investment in roads (asset value US 2.7 Bn),
increased transport costs (and backlog) and
negative impact on economy - Increase of road maintenance needs attributed to
increased motorization, increased network size,
recurring shortfalls in funding wrt needs, etc - For every US 1 not provided for maintenance, road
users are forced to spend an extra US 3.6!!!
