Programme (NURP) Call for Proposal Improving
Coping Mechanisms and Self-Reliance of Internally
Displaced Persons and Supporting their Voluntary
Return - Northern Uganda.
2The Call for Proposal Intro
- This call for proposal is financed under the
Northern Uganda Rehabilitation Programme. - It aims at Improving Coping Mechanisms and
Self-Reliance of Internally Displaced Persons and
Supporting their Voluntary Return in Northern
Uganda. - Total amount of this call is EUR 5 million.
- This CfPs compliments the humanitarian activities
funded by ECHO which mainly focus on health,
water/sanitation and protection issues among
others.
3Background (1)
- In January 2006 the GoU and EC signed a financing
agreement for the NURP. The overall budget for
the programme is EUR 20 Million, financed under
the 9th EDF. - NURP supports the objectives of the PRDP.
- The Programme covers a broad definition of
Northern Uganda which includes West Nile,
Acholi, Lango, Teso and Karamoja regions.

- The NURP aims to
- Improve the living conditions in the conflict
affected areas in Northern Uganda - Promote a peaceful resolution of conflicts by
linking relief, rehabilitation and development
(LRRD) - Support national dialogue processes and the GoU
strategic framework for recovery and development - Strengthen local governance, law and order,
livelihoods and economic recovery - Support the coping mechanisms of Internally
Displaced Persons (IDP) and to rehabilitate
social infrastructure.
5Background (3)
- Under the NURP, the grants contracts will be
signed with the National Authorising Officer
(NAO) at the Ministry of Finance. - The Office of the Prime Minister (OPM) is the
supervising authority. - The NURP Programme Management Unit (Programme
manager/grants officer) will be in charge of the
daily management of grants.
6Situation of IDPs
- Currently there are approximately 1.7 million
IDPs in Northern Uganda and the neighbouring
areas. - The insecurity in Karamoja has also led to
displacement of many Karimojongs to the
neighbouring areas and even to the streets of
Kampala. - Support to IDPs is within the framework of the
National IDP policy.

8Objectives for the CfPs (1)
- All projects must cover at least one of the main
strategic objectives - Improve the self-reliance and coping mechanisms
of the IDPs and/or - Support the voluntary return of the IDPs to home
areas
9Eligible Actions of the CfPs
- The eligible actions should include at least one
of the following themes - Promotion of protection, legal aid, social work
and psycho-social support of IDPs - Support to education and vocational training
- Support to livelihoods, income-generating and
food security
10Eligible Actions of the CfPs
- Reintegration of ex-combatants to communities
- Support to the voluntary return of IDPs,
including to basic infrastructure in return
areas - Targeted measures in favour of the most
vulnerable persons (e.g. child mothers, night
commuters, abductees).
11Eligible actions of the CfP
- Duration of the project may not be less than 12
months and may not exceed 24 months. - Geographic coverage the actions will focus on
IDPs originating from Northern Uganda and
Karamoja.
12Actions for CfPs Principles
- The project must propose innovative
implementation approaches in relation to at least
one of the proposed types of actions in order to
achieve the strategic objectives. - Actions can take place either in the IDP camps or
outside in the various IDP communities and return
areas.
13Actions for CfPs Principles
- Actions should mainstream cross cutting issues
(e.g. human rights based approach, gender,
conflict sensitivity, environment) - They should include verifiable data on the
outcome of the action (e.g. gender disaggregated
data) and - A clear visibility strategy is required.
- Special attention will be paid to the quality and
methodology of partnership with Local Governments
and CBOs
14Ineligible actions
- individual sponsorships for participation in
workshops, seminars, conferences, congresses - individual scholarships for studies or training
courses - one-off conferences. Conferences can only be
funded if they form part of a wider range of
activities to be implemented in the life-time of
the project.
15Financing
- Total amount for the call is EUR 5 million
(Strictly one proposal per applicant). - The minimum amount is EUR 250,000 and the
maximum EUR 1,000,000. - No grant should exceed 90 of the total eligible
costs. It may not be less than 20 of total
eligible costs. - Balance must be financed from the applicants own
resources or from other sources other than the EC
budget or EDF. In kind contributions do not
represent actual expenditure and are not eligible
costs.
16Eligibility
- In order to be eligible for a grant, applicants
must - be non-profit making legal persons
- be national or international public-sector
organisations and specialised agencies national,
non-governmental organisations (NGOs) - have their headquarters within the European Union
and/or in ACP countries (with the exception of
international organisations and agencies). - be directly responsible for the preparation and
management of the action, not acting as an
intermediary. - Have at least three years experience of similar
actions in Uganda -
17Ineligibility
- Potential applicants may not participate in
cfps/or be awarded grants if they are - bankrupt or being wound up
- have been convicted of an offence
- guilty of grave professional misconduct
- have not fulfilled obligations to the payment of
social security contributions - have been subject of a judgment
- Been declared to be in serious breach of contract

18Partnership and eligibility of partners
- Applicants may act individually or with
partner organisations provided - Applicants partners should participate in the
designing and implementing the action, they must
therefore satisfy the same eligibility criteria
as applicants - Other organisations (for instance government
departments) may be involved in the action as
associates. Such associates play a real role in
the action but may not receive funding from the
grant. Associates do not have to meet the
eligibility criteria and do not sign the
partnership statement. - Subcontractors are neither partners nor
associates, but are subject to procurement rules
(set out in standard grant contract). - The applicant will act as the lead organisation
and, if selected, as the contracting party (the
"Beneficiary").
19Procedure (1)
- The evaluation of your application will only be
performed if your concept note is provisionally
selected. The Concept Note is part of the
application form. It has to follow a certain
format. - gt Any Concept Note not meeting basic
requirements will be rejected without appraisal
20Procedure (2)
- After the approval of your concept note, your
full application form will undergo the
evaluation. - The eligibility check will only be performed for
the proposals that have been provisionally
selected according to the score obtained after
the final evaluation. - It will be done on the basis of the supporting
documents and the Declaration by the applicant
signed and sent together with the application.
21Supporting documents to be requested
- Statutes or articles of Association (This does
not apply to international organisations which
have signed a framework agreement with the EC) - An external audit report (obligation does not
apply to international organisations) - Legal Entity sheet duly completed and signed by
the applicant, accompanied by justifying
documents - Financial identification form conforming to the
model attached at Annex E, certified by the bank
to which payments will be made - Copy of the applicants latest accounts
- (Certificate of registration)
- gt The supporting documents requested must be
supplied in the form of originals or certified
photocopies of the said originals. -
22How to apply and procedures to follow
- Applications must be submitted on the application
form which includes a concept note, the
application form, budget, Legal Entity Form,
Financial Identification Form, Logical Framework
were annexed on the guidelines. - Applicants should keep strictly to the format of
the application and fill in the pages in order. - Applicants must apply in English.
- gtAny major inconsistency in the application will
lead to rejection of the proposal.
23How to apply and procedures to follow
- Clarification will only be requested when
information provided is unclear, thus preventing
the evaluation team from conducting an objective
assessment. - Handwritten applications will not be accepted.
- For provisionally selected candidates, supporting
documents will be requested. - gt Minimum three years experience of similar
actions in Uganda is required!
24How to apply and procedures to follow
- The application form and the published annexes
which have to be filled in (budget, logical
framework) will be transmitted to the evaluators
and assessors. - It is of utmost importance that these documents
contain all the relevant information concerning
the action. - Applications must be received in a sealed
envelope by registered mail, courier or by
hand-delivery. - Applications sent by any other means (e.g. by fax
or by e-mail) or delivered to other addresses
will be rejected. - gt NO SUPPLIMENTARY ANNEXES SHOULD BE SENT.
25Where to send the applications
- Applications must be submitted in one original
and 4 copies presented in A4 size and bound. It
must also be supplied in electronic (Microsoft)
format on floppy disk or on CD-ROM. - The outer envelope must bear the reference number
and the title of the call for proposals, the full
name and address of the applicant, and the words
"Not to be opened before the opening session". - Applicants should verify that their application
is complete by comparing it with the checklist
included in the application form. - gtIncomplete applications will be rejected.

26Deadline for receipt of application
- Handwritten application will not be accepted
- The deadline for the receipt of applications is
currently on 5 February 2007 at 1630 p.m. East
African time. - Any application received after the deadline will
be automatically rejected even if the postmark
indicates a date preceding the deadline or if the
delay is due to the private courier service.
27Further information
- Questions may be sent by fax not later than 21
days before the deadline for the receipt of
proposals indicating clearly the reference of the
call for proposals. A reply will be received not
later than 11 days before the deadline for the
