4Rule 214.1 PROTESTS
- Protests are consolidated under one rule
- All protests are heard by the Disciplinary
Committee - Fee is increased from 50 to 100 - refund made
if the protest is upheld - Appeal to Appeals Committee
- New optional protest form provided
5Rule 214.1 PROTESTS MORE DETAILS
- Only those directly involved/normally coach may
file a protest - Referee and opposing coach must be (orally)
notified within 10 minutes of final whistle - 48 hours to submit written protest
- Exception of LPT, 30 minutes for written protest
- Fee must be money order or cashiers check (cash
ok with LPT only) - Member Associations and Districts adjudicate
their own protests
6Rule 214.2 GRIEVANCESNew Rule
- Complaints of a general nature which are not
based upon specific rule violations and/or
specific administrative decisions - Filing fee of 300 - refundable if upheld in full
- WSYSA Executive Board will appoint Grievance
Committee if none standing

- Hearing will be held within 45 days of filing of
the grievance in its completed form - Hearing procedure will be per WSYSA Rule 602
except when determined by the WSYSA Executive
Board to be clearly inapplicable

WSYSA Rules - Substantial flexibility to allow the WSYSA

9Rule 214.3 TOUCHLINE MISCONDUCTNew Rule
- A verbal statement or action that impedes,
distracts, interferes or delays in any manner a
referee (including assistant referees or fourth
officials) from the duties of his/her game
management. Such misconduct may occur before,
during and after a match, including travel to and
from the match. Misconduct may occur at later
times when directly related to the duties or
actions of a referee.
10Rule 214.3 TOUCHLINE MISCONDUCTFURTHER DEFINED
- Not restricted to actions at the touchline or a
match - Does not include written reports or comments to a
referee, assignor or other supervisory personnel

Policy 531-9 or WSYSA Rule 214.4 - Covers players, coaches, spectators, etc.

heard by the WSYSA Appeals Committee and may be

- Referred directly to and heard by the WSYSA
Appeals Committee any appeal from that decision
is to USSF - Change verifies that assault or abuse of a
referee by someone who is not a player, coach,
manager, club official or game official is
subject to this section
15Rule 214.4 ASSAULT OR ABUSE OF PARTICIPANTS -
SUSPENSION CONTINUED
- Racial, ethnic, religious or gender slurs are now
included - Foul or abusive language must imply or threaten
physical harm to qualify as abuse
16Rule 602 ADMINISTRATIVE HEARINGPROCEDURES
- Pat McNulty will provide details on handling a
hearing - Applies to Protests, Administrative, Ethics and
Grievance hearings - Not applicable to Protest hearings held shortly
after a match - Eliminates a separate procedure for Ethics
hearings

- Separates hearing procedures from appellate
procedures which were combined under old Rule 602

- Allows an alternative procedure whereby a
proposed sanction is offered on an alleged
violation, but providing the respondent an
opportunity for a full hearing if the respondent
desires - At least 10 days notice to request a hearing
prior to any sanction being opposed is required - Use this provision with due process caution
- Can be used by agreement
19Rule 603 APPEALS
- Separates the Appeals procedures from Hearing
procedures which were previously combined under
old Rule 602 - Eliminates appeals to Districts - all appeals
will be to the WSYSA Appeals Committee

- A new Notice of Appeal form (optional) is
provided - Fee increase from 50 to 300 refunded if appeal
upheld on all issues

- Consolidates various disciplinary rules under one
rule - Mandatory sits will be implemented
- Disciplinary may schedule a full (Rule 602)
hearing if a more severe penalty is sought - Effect upon Thursday evening hearings
