7Purpose
.The UAS Plan is to bring the PMO UAS, OEM,
and Depot communities together, to execute an
effective, Performance Based Logistics Product
Support strategy for all PMO UAS Systems and to
construct a plan of action and a path forward on
the consolidation/merging of like functions in
the support areas.
Will Result in Cost Efficiencies !

10Opportunities
11The Data Collection Opportunity
- NOW
- Enhanced Logbook Automated System ELAS
- RepairData EDI
- Individual Aviation Training Program IATP
- DD Form 759 Air Crew Flight Record Log
- Future
- Unit Level Logistics System UAS (ULLS-UAS)
- RepairData EDI (Legacy) to Common Operation
Logistics/Supply System (COLTS) - Centralized Aircrew Flight Records System (CAFRS)
12The Transportation - Opportunity
- The Supply Chain and Transportation provides an
outstanding opportunity to improve responsiveness
and reduce costs. - Currently Implementing, with Success, utilizing
- Common Staging Locations to support multiple
systems when shipping OCONUS. - Packaging a complete pallet verses shipping
numerous small shipments. - Centralized databases (UPAS/UPAS-Lite) for
requisitions. - Common infrastructure to support UAS systems.
- Military Expeditor and entry into Military Supply
Chain.

FRA Balad
- FRA is in Balad.
- The FRA is infod on the 1348-6. If the FRA has
the Supply on hand , the FRA will direct fill the
requisition and the OEM depot will replenish the
part to the FRA. - Otherwise, the Depot will fill the requisition.
- The Depot will use Military or Commercial
Resources to move items back to Theater. - If the item is COMSEC it must go by Military
Transportation.

14Opportunities with OEM FSRs Plus Organic LARS
- Development of UAS Field Service Representatives.
- Required Milestones
- Common training package for qualification of
cross-trained FSRs. - Determining support strength required for several
UAS Systems operating forward of FRA. - Advantages
- Reduction in total manning required for FSR
support.
15Army One System A Huge Opportunity
- The Army One System is the first challenge for
collective support. -
- Expectations
- Coordinated Technical Data for Fielding. One
System Technical Manuals to multiple UAS systems.
Parts Manual? - Repair support cross trained to understand UAS
systems utilizing One System. - Will aid in development of common support /
supply chain. - Requisition data will be consolidated.
16Depot Teaming Another Huge Opportunity
- OEMs brief Depots on contract scope, metrics, and
fee structure - OEMs brief each other on Contract Scope
- PMO Briefing for CLS contractors on PBL
risks/rewards - Business Case analyses for depot involvement
performed by each OEM. - Derived Economic Benefits
- Strengths of each Depot- where they shine.
- Organic and forward area capabilities
- Production rates/throughput/and TAT commitments
- PMO evaluates results and identifies common areas
- Common areas briefed to Depots and OEMs
- OEM/PMO/Depot decision maker counterparts out
brief and discuss to consensus at special working
group
17Opportunities Short List !
- Spares Supply Chain
- Consolidate Acquisition of Common Parts across
Programs - Evaluate the Spares Processes and Incorporate
Best Practices - OEM Field Service Representatives Organic LARS
- Consolidate common expertise through
industry/government partnering - Information Management Systems
- Migrate to a common database
- Transportation
- Consolidate OCONUS/CONUS shipments utilizing the
most efficient transportation mode - Facilities Depot Partnering (Government Owned
Contractor Operated) - Consolidate Maintenance and Supply capabilities
18The End State !
- UAS Vendors teamed with other UAS Vendors/Organic
Depots to conduct product support, in common
functional areas, where teaming reduces cost and
improves readiness. - An Annual 15 25 reduction in the Cost of
Readiness until the Cost of Readiness equals
approximately 5 of System Procurement Cost. - All Vendors providing Product Support under a
Performance Based Contract that rewards
achievement of performance metrics versus the
traditional, transaction based, product support
method.
