Title: NOAA National Geodetic Survey
1NOAANational Geodetic Survey
- Dave Zilkoski Director NGS
- National States Geographic Information Council
- Mid Year Meeting
- March 26, 2007
- Annapolis, MD
2Our History Began with the First Survey of the
Nation
President Jefferson privately requested
Congressional money to fund the Corps of
Discoverys trip in 1803, initiating a three-year
journey across the Nation. Equipped with only a
few basic surveying tools, Lewis and Clark
literally measured their way across the
unexplored West. The surveying and mapping they
did was really the beginning of land delineation
and positioning as we know it today.
3NGS 10 Year Plan
NGS Mission
1) To define, maintain and provide access to the
National Spatial Reference System to meet our
nations economic, social, and environmental
needs, and 2) To be a world leader in
geospatial activities, including the development
and promotion of standards, specifications, and
guidelines.

5National Readjustment
- Completed February 9, 2007
- Free adjustment, 1st iteration 43 of 52 Helmert
Blocks analyzed. - Complete Helmert blocking solution involves
- total of 68,336 unique stations
- 302,171 vectors.
- Accuracies will be included on the data sheet.

6Online Positioning User Service (OPUS)
- Users submit GPS data to NGS, where they are
processed using NGS' Continuously Operating
Reference Stations, computers and software. - The resulting precise positions are e-mailed back
to the user. - Featured as the DOC E-Gov Success Story for FY06
- Over 450,000 solutions processed since beginning
operation 4 years ago
- OPUS Enhancements
- OPUS-Rapid Static
- OPUS-GIS
- OPUS-Database
- OPUS-Projects
- OPUS-Leveling Tools (planned)
7Height Modernization
- Used to determine accurate heights using GPS,
along with traditional leveling, gravity, and
modern remote sensing observations. - Critical for
- Dam, levee safety
- Evacuation planning
- Hazard mitigation
- Flood-plain mapping
- Subsidence monitoring
- Determining high-water marks
8Federal Geographic Data Committee
- National Shoreline Data Content Standard
available for public review - Federal Geodetic Control Subcommittee (FGCS)
reinvigorated - NDGPS
- NDGPS sites will go offline accounting for a 7
loss of the CORS network. - Effect on CORS Network minimal Caveat -
depending on geographic location, i.e. Alaska,
and density of existing CORS stations effects
are varying. - Highest impact experienced by the Weather Service
due to NDGPS multi task/multi use of
measuring/monitoring ionosphere for effects on
delay, for example. - NGS requests your input regarding NDGPS.
- USACEContinue working with USACE on guidelines
for heights of levees, dams and other protective
barriers - Census Working together on positioning software
developed for use by the Bureau of the Census in
the 2010 Census.
9NOAAs County ScorecardGovernment Performance
and Results Act (GPRA)
- NOAA has a new performance metric that assesses
how well we are doing at enabling local
capacity for accurate positioning. This metric - Makes use of NOAAs Online Positioning User
Service (OPUS) as a proxy to assess the local use
of NOAA positioning tools and services. Was
developed over the past two years in partnership
with County Surveyors. - Involves the use of a web-based county scorecard
of 23 survey questions specifically focusing on
infrastructure, NGS models and tools, NGS
capacity building and outreach, and overall
satisfaction. - Goal Increase of counties rated as
substantially or fully enabled from 25 in 2004
to 90 in 2011. - We need input from YOU, our core customers, to
help - NOAA improve its geospatial products and
services. - For more information, contact Brett.Howe_at_noaa.gov
