1. 24 hrs response system
  • 24 hrs control room with 230 wireless sets 3
    shifts.
  • Outsourced and professionally managed.
  • Respond to any complaint in 30 minutes flat.
  • Inbuilt incentive system Guraraj Deshpande
    performance awards.
  • Acts as disaster management centre also.

2. Admn to door steps 12 zonal offices
  • 12 citizen-service centre-cum-zonal offices set
    up.
  • All services, authority and powers delegated (
    zonal commissioners)
  • Headed by a Class I officer, under him all
    departments come.
  • All 12 offices connected by Wide area network
    (WAN).

3. Novel public grievance redressal system
  • Common reception centers receive complaints and
    intimate date and time of hearing to petitioner.
  • Hearing is in public with all officials (top to
    bottom) present.
  • City dived into 3 divisions, and 3 different
    days scheduled.
  • No passing the buck. Grievance redressed in 30
    days.
  • Divisional officer makes presentation in screen
    about complaints and gives details.

4. HDMC-NGO partnership
  • 95 NGOs short listed by giving advt in dailies.
  • 35 selected from 95, and divided into agenda
    groups to deal with each department.
  • Each zone has a advisory group which assist in
    day to day admn.
  • They are rotated so that they dont develop
    vested interests.
  • They assess the working of other zones.

5. eGovernance transparency in admn
  • User friendly website gives financial details
    online, drilled down to individual payment
    details made.
  • NGOs participate in all meetings, and they are
    part of any deliberation and decisions.
  • Discretionary decisions are always taken in
    monthly ORC meetings.

  • civic clubs established in all 123 schools of
    the city.
  • Programme run by NGOs on behalf or HDMC.
  • Regular interaction with Mayor and commissioner,
    trips to water supply installations etc.
  • Aim to inculcate civic awareness in the children,
    and act as HDMCs ambassadors.
  • Huge success among children, with village schools
    asking for CMCA!

The other benefits (Operation footpath)
  • Massive encroachment removal drive taken up in
    2005.
  • Spread over 2 months and covered 72 roads.
  • 5000 constructions wholly or partially removed,
    making way for new footpaths across the city.
  • No untoward incidents damages claimed were
    around 9 lakhs, while property saved was worth 70
    crores.
  • Now illegal encroachments are removed by zonal
    officers themselves.

    cr in this year.
