Sector challenges
  • Community Based Organisations often lack capacity
    to secure funding.
  • Inadequate systems for monitoring, evaluating,
reporting and managing programmes or funds.
  • Rely on volunteer support and lack organisational
structure or infrastructure to develop and meet
    the increasing demands on services.
  • Government and foreign donors often prefer
providing financial aid to larger NGOs with
    bigger infrastructure and sustainable income
    streams.
  • Rapid mushrooming of new programmes.
  • Lack of coordination within the sector.
  • Duplicating neighbouring services and competing
    for limited resources.
  • Lack of collective action and limited working
together in a strategic or organised manner.

The given environment and issues raised undermine
the development of sustainable local HIV/AIDS
community responses and organisations who are
critical and essential partners in the delivery
of care and support services within the community.
