Title: Main phases of the Ukrainian railways intermodal transportations system development
1Main phases of the Ukrainian railways intermodal
transportations system development
2- Centre of transport service Liski was created
in 1995, as a structural subdivision of the
Ukrainian state railway administration
3- Center Liski has a wide network of subsidiaries
including a reloading terminal in Chop, which can
work with European (1435mm) and CIS (1520mm)
gauge. Modern customs-freight and logistics
complexes are founded on this freight terminals,
that are providing a full complex of transport
services all over the Ukraine
4- Center LISKI provides the next services
- cargo transit, export-import transportations by
Ukrainian railways, by CIS, Europe and Asia
countries - transport and warehousing logistics buy using own
terminal facilities - maintenance of container and platform fleet
- door to door transportations
- providing services of customs clearance and
registration - intermodal transportations
- customs goods warehousing both in containers and
warehouses - providing the full complexes of
loading-and-unloading operations - delivering goods by own trucks all over the
Ukraine
5- For providing intermodal transportations Center
has 3774 fitting platforms, 80 specialized
platforms for contrailer transportations and 738
wagons for transporting automobiles. The
containers park of USCTS Liski consists of 3993
containers, 1882 of them are 40 feet's long.
6- Centers crane park includes 77 cranes, two of
this are automobile based, with a carrying
capacity more than 25 tons, the rest of them are
stacking cranes. 15 stacking cranes with a
reloading capacity from 20 to 32 tones are
specialized for reloading 20 and 40 containers
7Center Liski carries out a constant container
transportations in block and shuttle trains
8Center Liski in cooperation with Ukrzaliznitsya
has launched block and shuttle trains both in
local and international coconnection

13Three countries has established a common project
Viking, train is regulary running from the year
2003 on the route Odessa/Ilyichevsk-Klaipeda-Odess
a/Ilyichevsk, this route connected Black and
Baltic sea. Train of intermodal transport can
transport both contrailers (camions and trailers)
and containers. On bases of transportation volume
analyses data, Coordination board for
development transportations In the direction
Baltic sea Black Sea is carrying out work that
is aimed on joining Turkey to the Viking
project, parallel one is carrying out work for
development routes of contrailer transportations
between Eastern Europe countries and Asia by
Transsib through the Ukraine.
14An experience gained on launching Viking
project was useful on organizing contrailer train
Jaroslav, on the route Kiev-Slavkuv-Kiev. From
border between Ukraine and Poland still exists
wide 1520 mm railway track, with a total length
of 400 kilometres to Slavkuv. From Slavkuv trucks
are following to Holland, France, Germany,
Belgium.
15Another direction of the Centre Liski activity
is terminal network developing on the territory
of Ukraine. To the present moment there are
terminals in Kiev, Odessa, Dnipropetrovsk,
Kharkov, Donetsk, Lugansk and reloading terminal
on the border between Ukraine, Slovakia and
Hungary in Chop.

During the reconstruction all terminals are
equipped with a modern technique that is
applicable for the processing intermodal
transport units.
16On the next stage freight customs terminals will
be opened on this terminals, with a setting
representatives of all necessary controlling
cervices.Such complexes are already Kiev and
Kharkov, in this year similar complex in
Dnipropetrovsk will be opened.

17It should be mentioned, that Centre in
cooperation with Ukrzalisnitsya, State Customs
service of Ukraine, SC Odessa Sea Port and
Odessa Railway have opened Point of control on
Odessa-Liski station. Key feature of its work
is transporting containers from Odessa Sea Port
to Odessa-Liski, with a further carrying out
customs and border controls. All necessary
legislative documents that are needed for
Odessa-Liski functioning as Point of control on
the state border, are worked out and agreed.
18- The are following structures on the Odessa-Liski
terminal - Customs and Border control zone
- Specialized container sight and warehouse that
are able to work in two regimes, both WTS and CLW
- All necessary control services
19Shifting customs and other kinds of state
controls from sea port to the Liskis terminals,
where land ports are planned to be opened, will
bring to the increase of container
transportations flows because of multiplying
speed of containers transportation and decreasing
time of container standing on sea ports points of
control.
20Centralized container transportation system
creation allows
- - build up Ukrainian transportation system work
with accordance of European community leading
experience of establishing logistics centers in
a foreign trade activity
- to multiply commodity turnover speed, to
provide full complexes of services to the freight
owners, to create clear conditions for customs
control
- to increase seaports capacity by decreasing
time of containers standing in ports
21Solving problems of land ports establisment and
setting the competitive tariff rates on
transporting goods on intermodal trains allow to
save existing volumes of transportation and
involve new volumes in local and international
communication
