PIMS Phase 1 State Assigned Student ID (SASID)

• Initialize, for each student in the state, a
  unique persistent identifier that the student
  carries with him/her for life.
• Associate that identifier with a school or
  schools that is providing services to the
  student.
• Every transaction of data is disaggregated to a
  student level and is tagged with that students
  SASID.
