BTs Comments on Section 8

• Section 8.1. states
• " The architectural components as described in
  clause 8 and the procedures as described in
  clause 9 can be viewed as specializations of the
  architectural components defined in M.3060 and of
  the management processes defined in M.3050.x
  ITU-T M.3050. The exact relationship between
  clauses 8 and 9 and M.3050.x/M.3060 is for
  further study. "
• It is the view of BT that section 8
  should be removed from the Recommendation before
  approval for the following reasons
• The ITU has an agreed architecture for all NGN
  Management (M.3060/Y.2401) and it would be
  counterproductive to publish an architecture for
  Performance Management only. One aim of the ITU-T
  approach to management is to provide a single
  integrated Service Oriented approach to all
  management activities.
• If there is a need for a specialization of the
  NGN Management Architecture for performance
  management, this should be captured in the
  M.series of Recommendations, preferably in an
  update to M.3060, or a dual numbered M series and
  Y series Recommendation.
• Any descriptions of functional entities and
  reference points within the Management Stratum,
  should follow the principles established by Study
  Group 4 in M.3060/Y.2401 (Dated 3/2006).
• BT will contribute detailed editing proposals if
  this change is accepted (i.e. change to scope
  etc.)

• Title Change title to "Inter domain performance
  management procedures"
• This section should be revised to state that it
  "provides a number of example procedures for
  inter domain performance management".
• A note should be added to state " The example
  procedures in this section can be viewed as
  requirements that the management processes
  defined in M.3050.x ITU-T M.3050 need to
  support."
• BT will contribute detailed editing proposals if
  this change is accepted.

Main Issues

• Section 8 Architecture section is the core part
  of Y.mpm. Without it, it is almost impossible to
  define management procedures for performance
  measurement.
• We added the following sub-clause at Clause 8 to
  resolve such problem already.
• 8.1 Relationship with NGN Management Architecture
  and Management Processes
• The ITU-T Recommendations in the M.3050.x series
  contain a reference framework for categorizing
  the business activities that a service provider
  will use. This framework, which is also known as
  eTOM, describes the enterprise processes required
  by a service provider and analyses them to
  different levels of detail according to their
  significance and priority for the business. This
  business process approach has built on the
  concepts of Management Services and Functions in
  order to develop a framework for categorizing all
  the business activities. ITU-T Recommendation
  M.3060 ITU-T M.3060 contains the management
  requirements, general principles and
  architectural requirements for managing Next
  Generation Networks (NGN) to support business
  processes to plan, provision, install, maintain,
  operate and administer NGN resources and
  services. The architectural components as
  described in clause 8 and the procedures as
  described in clause 9 can be viewed as
  specializations of the architectural components
  defined in M.3060 and of the management processes
  defined in M.3050 ITU-T M.3050. The exact
  relationship between clauses 8 and 9 and
  M.3050/M.3060 is for further study
• Waiting for entire management processes
  definition is un-realistic argument.
• Other SGs which have management issues will face
  with similar problems
• Need inter-SG solution to this kind of concern
