- Started March of 1998
- Goals Meet OPUC rules provide customized
financial incentive to customers ( not to exceed
the present value of 20 mills per est. kWh saved
over the life of the project) - Will officially end in 2004
- Building Sector a mix of all commercial type
buildings but is dominated by office (45) -
Cost not to exceed 0.02 per 1000 Watts saved
over life
6Program Approach
Focus on Resource Acquisition
- Marketing by the Utility
- 1,500 paid to Providers for scoping study
- Owner contracts with the Provider and pays for
RCx assessment - Owner implements and pays for recommendations
- PGE reimburses the assessment cost
- No highly defined approach to the scoping study
or RCx process is specified by the Utility
7Results So Far
- Five full year of operation
- Saving range 5 to 40 (10 to 15 typical)
- Total of 2.61 MWa (22.9 million kWh) saving
achieved from 76 projects
8Yearly Summary of Result
Decrease in activity in 2003 because Utility was
not allowed to accept new projects after
1-31-2003 (backlog of 9 projects)

- Sponsored under the CPUC 2002 Local Program
initiative run by Quantum - Goal Obtain
- 16.7 GWh of energy savings and
- 4.6 MW of peak demand reduction
- 10 million square feet
- Building Sectors office, institutional, health
care, educational, retail, lodging - Targets 10 Energy Savings in each building

19Screening / Scoping Phase
- No cost to customer
- Incentive paid directly to Cx Provider for

20Initiative Pre-screening Criteria
- Building owner pays System Benefit Charge
- Building must be larger than 100,000 square feet
- No plans for substantial equipment replacement or
renovation - Age of Equipment
- Building should not have manual or fully
pneumatic control systems
21Requirements for Scoping Study Incentives
- RCx service provider must demonstrate
qualifications in PON 852 and meet Initiative
rules and eligibility requirements - Building must meet the minimum Initiative
pre-screening requirements - Building owner and RCx service provider receiving
scoping study incentive must sign the
pre-screening application - RCx service provider must use Initiative
protocol to identify RCx opportunities

- RCx service provider presents scoping study
report in prescribed format to Initiative
implementation contractor for review - Upon approval, scoping study report is presented
to owner - If opportunities exist, scoping study report is
used to apply to NYSERDAs TA Program to cost
share a full retro-commissioning study

27Common Lessons Learned
- Overly complex Keep it simple for owners and
providers - Getting customers on board educate to connect
process with benefits - Hard to reach private owners speak their
language (we are still learning) and use existing
relationships - Engineers arent always marketers designate a
marketing team and approach - Building owners like low risk propositions
- Low cost is in the eyes of the beholder focus
on paybacks - Contractor responsiveness and match develop
tight scopes and specs and take a team approach - Infrastructure limitations qualify and train
providers - It takes longer than we think be realistic
