2Federal Funding Levels for Ped/Bike Projects

3Funding Sources Ped/Bike Projects
- Broadly eligible for funding from almost all
major Federal-aid highway, transit, safety and
other programs. - Bike facility projects must be primarily for
transportation, not recreation.
4National Highway System Funds
- May be used to construct bike transportation
facilities and pedestrian walkways on land
adjacent to any highway on the NHS.
5Recreational Trails Program
- Funds may be used for all kinds of trails
projects - -30 for non-motorized users
- -30 for motorized users
- -40 for diverse groups.
- Total 5 year funding 370 million.
6Surface Transportation Program (STP) Funds
- Bike Transportation facilities pedestrian
walkways - Nonconstruction projects
- (maps, brochures,
- PSAs) related to safe
- biking walking

7Transportation Enhancements (TE)
- 10 of states STP funds set-aside for TE

- Requires each state to implement HSIP to identify
and correct locations dangerous to motorists,
bicyclists and pedestrians. - Total of 5 billion over 5 years.

- Survey of hazardous locations.
- Projects on any publicly owned bike or ped
pathway or trail - Safety-related traffic calming measures

- States with Performance Plan or Highway Safety
Plan are eligible for these State and Community
Highway Safety Grants.

- Can be used to develop countermeasures that
include addressing a wide array of highway safety
problems related to human factors and some
roadway-related non-construction

- Can be used for stand-alone ped/bike projects on
Federal Lands or Tribal govts. - Or in conjunction with roads, highways and
parkways on Federal Lands or Tribal government. - 100 Federal. No match.
14National Scenic Byways Program
- Construction along a scenic byway of a facility
for pedestrians and bicyclists. - Total 5 year funding is 175 million.
15Safe Routes to School Program
- A minimum of
- 1 million per year per state
- Apportionments based on school enrollments in
elementary and middle schools

- Purpose
- To enable and encourage children, to walk/bike to
school. - Make biking/walking to school safer and more
appealing.

- Facilitate the planning, development and
implementation of projects and activities that
will improve safety and reduce traffic, air
pollution, and fuel consumption in school
vicinity.

- 10-30 of funding must go to non-infrastructure
