• Introducing ICTs into any organization requires
  significant change in that organization
• New roles, new responsibilities
• Changing personal habits in how administrators,
  teachers, and students
• Changing organizational relationships

Education Leaders

• Are not usually aware of effective leadership
  strategies in change management
• Tend to ignore the organizational and personnel
  aspects of change and focus on the logistics of
  implementation
• Encounter predictable and well-known forms of
  resistance and challenges but are not usually
  prepared in advance to overcome these

• Developed to help education leaders at the
  building, district, regional, and national level
  improve their education improvement efforts
• Based on sound theories of Change Management but
  is meant to be a practical tool to be used by
  teams and individuals while planning and
  implementing a change project of any scale

The SEAMEO/Innotech Pilot Workshop

• Funded as a pilot between IBM, SEAMEO, and EDC
  with funding from US AIDs dot-EDU program.
• Three day in-depth look at the CTK even before it
  was officially launched in the United States to
  see if it was useful in an ICT context and for
  countries in South Asia.

Findings

• General enthusiasm for the CTK despite its
  limitations (english-only, web-based)
• IBMs involvement not a problem given that it is
  offered without cost and without any IBM product
  or service requirement and with appropriate
  privacy policies
• Needs Asian vignettes and needs a specific focus
  on ICT
• Needs guided introductions can be overwhelming
  for new users
