Background
  • In 2001 the National LSC instigated a Time
    Recording project, and after a supplier
    evaluation process CHLs TS2000 Activity Analysis
    system was chosen
  • Since then progress has been made on
  • National LSC and lead user requirements capture
  • Xansa and ICL project management and
    infrastructure activity
  • CHL system enhancement

  • The system must be available to all local LSCs
    via an intranet gateway or through the LSC WAN
  • Key requirements include
  • Multiple site input
  • Time collection by individual to nearest 15
    minutes against specific projects
  • Reporting by individual, project, objective
  • Interfaces/integration with national financial
    systems

Business Rationale
  • The obligation for ESF claims to be based upon
    actual expenditure places a heavy audit and
    process burden upon local LSCs
  • The National Co-Financing Funding Agreement
    covers the 95 of funding directed to service
    providers
  • The LSC Time Recording project is concerned with
    the remaining 5 of allowable administration
    funding

  • 5 of eligible co-financing is reclaimable for
    administration costs
  • Detailed rules ensure that
  • Only actual expenditure is allowed
  • Individuals must be associated with measures and
    activities
  • Non-project activity must be excluded
