1 We would emphasize that all measures, for
improving the life of roma communities are
consistent with the human rights conventions
Judit Bari gives voice for the Hungarian
delegation- Study tour for roma youths from
Central Eastern Europe 2003. Washington DC, World

2Basic expectations for 10 years from now
- We expect to have opportunity for gathering
skills, tools and sources to build stock of
financial-, informational-, human-, social
capital of roma society in order to become active
actor of economy and general society.
Parallel and not instead of these, our
expectations are to have space
to build real political participation with strong
advocacy skills, and powerful civil movement for
continuous development and promoting equal chance
for every individual including minority citizens.
3Proposal for delegations main role NETWORK OF
DELEGATIONS
- Monitoring activities on the implementation of
country programs related to the education fund
and decade of inclusion - Evaluation and analyzing of Country programs
- Providing feedback, forming recommendations for
improvement - Doing follow up activities for continuous
development and refining of the development
strategies

4Steps forward to complete these tasks
- Establishing of independent monitoring body by
the delegations - Create place and route for monitoring reports by
writing specific papers in order to provide
feedback (critics, recommendations) on the
National Action Plan, which suppose to be a
basics for development process in following years - Publishing yearly, professional reports,
including lists of recommendations on the
implementation of Education fund and decade of
inclusion - Give voice for and disseminate the content of
reports by different activities (on conferences,
workshops, trough media, etc.)

- Independent from any governmental and
intergovernmental bodies, committees - Owned, structured, organized, coordinated by Roma
itself, has legal frame - Based on country mixed groups, which work in
yearly rotation system regarding to issues and
geography - Financed by non-government independent bodies
e.g. WB/OSI
6The monitoring reports are
- Yearly published
- Based on society investigation and broad
consultations with community representatives and
various experts, civil activist, NGOs, GROs, CBOs - Analytical, comparative, unified, but give
space for country face - Transparent, with clear methodology
- Critical, also constructive, balanced with
clear recommendations - Based on concrete criteria's, applys
qualitative and quantitative indicators, which
build on the countries program plans, Decade of
inclusions and Education Funds programs, also
harmonised with the MDGs
7Recommendations for Education fund and Decade of
inclusion
- In parallel with the desegregation policy
implementation must have focus on ensuring
quality of education, lessons, learned trough
small education programs in order to explore
innovative elements, must be applied in the
mainstream education policy. - The policies regarding to improvement of
educational and employment situation of roma must
be developed in mutual consideration of both
policies, mostly should complete each other. - The local aspects of implementation policy
reforms regarding to issues effected roma, must
relay on Roma representatives as control and
active contributes to changing situation for
better one. Promoting horizontal collaboration
with local authorities in order to improve and
strengthen the local dimension of education
system.
8- Build alliance with the parents also to extend
general public support for successful
implementation of the education programs
generated by the Education Fund, we propose - spend money on various campaign for active
parents involvement and make them responsible
for their childrens education level, raise
awareness about the value of normal, integrated
schools with qualitative education. - Fights against poverty should work on more than
reduce the number of people live under 1-2
dollars/days, family based in come generation
projects should get priority in order to avoid
the needs for following decades. The CBOs or
Community Development Agencies need to act as
advisors, counselling bodies, facilitators,
resources groups, etc. for in-come generation
initiatives - Allocate fund for capacity building and
development of professional skills of the CBOs in
order to become effective, active partner in the
development process at the grassroots level.
