- The primary impetus for the Amendment
- The impending deadline for automatic
declassification which was extended in 1999 to
April 17, 2003. - Review process began in July 2001
- EO 12958, as amended signed by the
President on March 25, 2003

- All provisions of this amendment were effective
on March 25, 2003, except section 1.6,
Identification and Markings, effective with
issuance of ISOO Directive No.1 - September 22, 2003, ISOO Implementing Directive
No.1, published in the Federal Register
