Duties of Officers
  • An officers first priority is to SERVE THE
    MEMBERSHIP!

National Board of Directors
  • Article III, Section 2, shall be
  • Board of Directors shall determine the policy
    of the organization and has authority to
    undertake all appropriate actions requiring
    national attention and may exercise all powers
    specifically conferred or implied in the National
    Constitution of Blacks In Government.

  • National Secretary
  • National Treasurer

  • Have Fiduciary Responsibility
  • Determine the Policies of BIG
  • Have authority to undertake all appropriate
    actions requiring national attention
  • Supervise the National Election Process
    including disputes
  • Reports to the membership
  • Determine the date, time and place for the Annual
    National Training Conference and Delegates
    Assembly
  • Approve duties and salaries of paid staff and
  • Receive reports from Regional Directors of
    activities within their regional councils.

  • Awards
  • Develops policy for BIG Prestige Awards, BIG
    Memorial Wall, Life Gold Plus Memberships,
    Present Chapter Chapters, and Elite Chapters
    recognitions.
  • Constitution and Policy Constitution
  • Reviews all proposed amendments to the National
    Constitution proposed Resolutions and presents
    to BODs recommendation to Delegates Assembly
  • Updates National Constitution with approved
    amendments and
  • Reviews all requests for interpretation of the
    National Constitution and makes recommendation to
    the BOD.
  • Constitution and Policy Bylaws
  • Reviews all new chapter requests for charter
  • Reviews all revised Chapter and Regional bylaws
    and make recommendation to the BOD and
  • Ensures the Chapter Start-up Kits are current and
    updated.

  • Financial Advisory Oversight
  • Develop Policy for the management of the
    organizational funds
  • Reviews all National budget requests
  • Present recommendations to the BOD during budget
    approval process
  • Reviews all financial documents
  • Coordinate with the National Standing Financial
    Committee the independent Auditor to ensure
    timely and accurate reporting of BIGs financial
    activities.
  • Conducts feasibility studies for fund raising
  • Personnel
  • Reviews all paid staff position descriptions and
    make recommendations for updates as necessary
  • Makes recommendations to the BOD for approval of
    salaries
  • Develops, publishes and updates, as required an
    office staff Personal Manual
  • Serves as a liaison between the salaried staff
    and the BOD

  • Program Oversight
  • Develops criteria for all national programs and
    makes recommendation to the BOD
  • Reviews and track activities of the programs and
  • Ensures that all programs are consistent with
    BIGs goals and objectives and make
    recommendations to the BOD as required.
  • Strategic Planning
  • Develops the National Strategic Plan and oversees
    the implementation and
  • Responsible for updating the plan as goals are
    met and new goals are established.
  • Time Place/Delegates Assembly
  • Develop the policy and criteria for the National
    Training Conference and Delegates Assembly
  • Supervises the National Elections and serves as a
    liaison between the BOD and Delegates Assembly
  • Reviews the minutes of the Delegates Assembly and
    ensures the BOD addresses the motions and
    concerns/issues of the Delegates and
  • Performs other duties as described in Policies
    133 and 133-A pertaining to Site Selections for
    the National Training Conference

National Executive Committee
In accordance with the National Constitution,
Article VI, Section 2 The Elected Officers are
  • President
  • Serves as the Chief Executive Officer
  • Presides over meetings
  • Ex-officio member of all committees (except
    Nominations and Elections)
  • Presides over all votes
  • Protects the assembly from frivolousness
  • Decides on questions of order
  • Countersigns checks and other legal or other
    financial documents
  • Appoints committee chairs and other officers
    where constitutionally mandated and
  • Provides positive motivation and morale for
    membership and officers.
  • Executive Vice President
  • In the absence of the President, or in the event
    of disability, the Executive Vice President
    assumes the function of the President
  • Serves as the Regional Liaison and
  • Other duties as assigned by the President.

NOTE In the case of resignation, removal or
death of the President, the Vice President
AUTOMATICALLY becomes president for the unexpired
term, unless the By-laws expressly call for a new
election. The other Vice Presidents
automatically move up as well, with a vacancy at
the lowest ranking Vice President.

National Executive Committee
In accordance with the National Constitution,
Article VI, Section 2 The Elected Officers are
  • 1st, 2nd, 3rd Vice Presidents
  • In ranking order, shall perform all the duties
    and functions of the President, in the absence or
    incapacitation of the President and Exec. Vice
    President
  • At the National level each Vice President is
    assigned as the focal point for
    Federal/State/Local Government and
  • Other duties as assigned.
  • Secretary
  • Recording Officer of the assembly
  • Is custodian of records and minutes of meetings
    and proceedings
  • Signs all certified copies of Acts of the
    society
  • Maintains the organizational seal and affixes to
    all contracts and other instruments and
  • At the National level countersigns with the
    President on all requisitions for disbursement of
    funds.
  • Corresponding Secretary
  • Responsible for maintaining all organizational
    correspondence

National Executive Committee
In accordance with the National Constitution,
Article VI, Section 2 The Elected Officers are
  • Treasurer/Chief Financial Officer (CFO)
  • Serves as the CFO
  • Produces and issues financial reports for the
    organization
  • Collects dues and
  • Countersigns along with the President or Vice
    President all funds disbursements.
  • Assistant Treasurer
  • Maintains a record of all financial members
  • At the National level verifies chapter strength
    at the National Delegates Assembly
  • At the National level verifies Tax ID status of
    all chapters within BIG and
  • Assumes the duties of the Treasurer if absent or
    incapacitated.

Appointed Officers
  • Parliamentarian
  • Serves as the principle advisor to the chair
    regarding conduct of the assembly.
  • Gives parliamentary opinions on request.
  • Other than secret ballot, should not vote on any
    matters before the assembly.
  • Historian/Librarian
  • Maintains a narrative account of the
    organizations activities.
  • Maintains the organizations official historical
    records and documentation (custodian of
    historical data and artifacts).
  • Collects all books and other written material for
    the organization and maintains an archive
    (curator or records).
  • Note Appointed officers serve at the pleasure
    of the President and his/her administration and
    are subject to replacement or recall without
    constitutional due process of elected officers.

  • Chaplin
  • Leads invocations, prayers, benedictions for
    meetings and other events and
  • Counselor to members.
  • Sergeant-At-Arms
  • Assist in preserving the order of the chair
  • In large assemblies directs ushers
  • Handles physical arrangements of assembly
  • In legislative or public bodies, administers
    fines, penalties, warrants and notices and
  • Removes disorderly members if requested by the
    assembly
  • Note Appointed officers serve at the pleasure
    of the President and his/her administration and
    are subject to replacement or recall without
    constitutional due process of elected officers.
