Background
  • Each district applying for EIA funding is
    required to adopt an intra-district allocation
    policy to determine school allocations for LEP
    and SCE
  • (EC 54004.5 5CCR 4320, 4400)

Forms and Instructions
  • Are provided for the voluntary use of school
    districts to meet the requirements of EC 54004.5
    and 5CCR 4320 and 4400

SCE Ranking Choices
  • Districts choose the methods to determine
    eligibility and rank of schools for EIA/SCE
  • Rank by low-income data (column F or G) or by
    total need (column J or K)
  • Rank K-12 or by grade span
  • See page 5

A school is eligible for SCE if
  • 25 or more of the students are LEP (Column E)
  • 25 or more of the students are from low-income
    families (Column G)
  • 50 or more of the students are EDY (Col I)
  • The number or percent of students in need (Col J
    or K) is at or above the district average

Defining Educationally Disadvantaged Students
(EDY)
  • are not proficient in English
  • are proficient in English, but are not meeting
    state academic standards
  • scored below proficient on the STAR Test
  • scored below 50ile on a nationally normed test
  • perform in English below the level appropriate
    for their age, based upon objective evidence
  • are academically disadvantaged by other factors
    used by the district to measure educational needs

Standard Per-pupil LEP Amount
  • Divide the EIA adjusted allocation by the number
    of LEP at all schools plus the number of EDY at
    schools eligible for SCE
  • Districts may increase the LEP per-pupil amount
    with the approval of CDE

Per-pupil EIA-SCE amount
  • Determined by the district, and
  • Must ensure a program of sufficient size, scope
    and quality
  • Must not exceed the need of students
