Think Tank Meeting Air Force Requirements for New
Tanker/ Airlifter Boeing Concerns

2All of us need to be heretics/learners! It is our
Air Force Culture!
3Heretics
- Having medical people involved in the formulation
of requirements for aircraft acquisition is bit
heretical! - Define your terms!
4Heretics Defined
- Someone who sees a truth that contradicts the
conventional wisdom of an organization, remains
loyal to that truth... AND at the same time,
remains loyal to the organization

5Heretics Wont Shut Up
- Not because they are being
- difficult, but
- Because they see a truth that is
- difficult to deal with

- 4. No one can predict the future all we can do
is choose our contribution to the circumstances
out of which the future will later take shape

7Learners!
In times of change the learners will inherit the
worldwhile the learned will find themselves
beautifully equipped to deal with a world that no
longer exists Eric Hoffer

10New Threats
- These have the potential to affect us all!
- Air Force
- Need to look at special use aircraft in
light of these new threats. - How we manage the waste water issues.
- How we manage the air quality in the
cabin. - How we protect against future threats!
Current tanker was acquired 50 years ago, so we
can expect this tanker to be around until at
least 2060! - Boeing
- Need to look at Special use aircraft.
- Consider potential of having to fulfill
an AF requirement for new tanker/airlifter - Consider potential impact on commercial
side!
11New Solutions
- Killer Masks
- Directed airflow
- Killer Filter
- Killer surface protection
- Surface active agents
- Toilet investigation/redesign
12Toilet Investigation/Redesign
- This potential affects us all!
- Air Force need to look at special use aircraft,
- How we manage the honey bucket brigade
- How we protect against future threats!

side!
13Waste Water
- Concern over aerosolization must be addressed!
- Brooks City Base, Human Systems Division, is
logical place to do so. - Recommend Air Force consider formal study to
identify whether or not this is a potential
source of spread of disease and formulate
mitigation strategies.
14Air Quality in Airplanes
- The AF transports very ill patients on a regular
basis, frequently without knowing the cause of
the illness. - The potential methods of spread discussed need to
be verified, rank ordered in terms of threat, and
then an investment strategy needs to be developed
for addressing these issues! - Recommend The AF bring these concerns to senior
leadership so that a proper investment strategy
is developed to address and then mitigate these
issues.
15Acquisition Timeline
- Current KC-135 tanker was bought over a 10 year
span from 1956- 1965. - Planned replacement tanker/ airlifter planned for
2010- 2020 as current tanker is no longer
economically viable to maintain! This means we
must plan on having this next generation tanker/
airlifter around until 2060-2080! - Future threats must be mitigated by design, not
add on fixes, to the best of our knowledge, up
front in the requirements document!
16Acquisition Timeline
Recommend AMC/SG bring these discussions to
senior leadership for consideration to
incorporate into requirements document for new
tanker/ airlifter that could be with us for a
long time!
17Boeing
- Take these medical concerns about safety for
passengers and crew to senior leadership for
discussion, knowing solutions are available! - This day was to start the process of how to best
protect our passengers and crew. - You can contact these participants today directly
and continue to work these concerns or ask AM
to continue to broker such discussions.
18Special Use AircraftBoeing Military
- Discuss these ideas put forth with your senior
leadership. - Formulate an investment strategy to protect your
high value passengers. - Work with Boeing Commercial to mitigate these
threats! - Work with Human Systems Division on verification
and mitigation of these threats!
19Bad News
- Bad news, unlike fine wine, does not get better
with age! - We must address these issues now!
