4Qualifications Credit Framework
- The QCF will replace the NQF (National
Qualifications Framework - Timescale end of 2010
- Candidates will achieve credits for units and
qualifications - A consistent approach to vocational
qualifications - Accessible routes to achieving qualifications
- Qualifications that can be studied in smaller
steps to support career based learning
5Qualifications Credit Framework
- The level of the qualification (the complexity
and depth of learning) - Entry level in the QCF is comprised of 3 levels
to facilitate upwards progression. There are then
8 levels in the framework, with level 8
equivalent to postgraduate level learning. - Depending on the rules of combination (how units
are combined together) QCF qualifications can
contain units from different levels. The level of
the qualification can either be drawn from the
levels of the majority of the units or the levels
of the mandatory unit(s).
6Qualifications Credit Framework
- 2) The size of the qualification (the volume of
learning) - Award (1 to 12 credits)
- Certificate (13 to 36 credits)
- Diploma (37 credits or more).
- 3) The content of the qualification
- Awarding organisations will work closely with
Sector Skills Councils/Bodies to determine the
content of the qualifications. - The core content of a qualification can be common
across awarding organisations by the use of
shared units. These are units on the QCF that
can be assessed by any awarding organisation.
7Qualifications Credit Framework
- Units and credit values
- Each unit will have a credit value, which
represents how long the learning element of that
unit will take to complete. One credit represents
10 notional hours of learning. (10 hours of
activity which may include teaching, tutorial
support and independent study/personally directed
study by candidate) - Qualifications will be made up of a combination
of mandatory and optional units. The credit and
units required to complete a qualification are
identified using the rules of combination

- Transfer of credit
- Where rules of combination allow, learners will
be able to build credit and transfer that credit
between awarding organisations so that a bite
size approach to learning can be supported. - Shared units can be directly transferred between
Awarding Organisations. This will allow learners
to proceed without having to repeat any
previously achieved units.
9Qualifications Credit Framework
- Learner records
- Learners will be given access to an online
Learner Record using their ULN (unique learner
number) that will log all unit and qualification
achievements. This same system will also allow
awarding organisations to review a learners
previous achievements and record their new
achievements in a central repository.

- The Management and Team Leading Standards are
currently under review and further information
will be provided via the OCR website.
11Use of APA from Other Awards
- Check the QCA numbers for the units if the
number of the unit from the other award matches
the number of the unit of the current Management
and Team Leading NVQ units then it is direct APA. - For other awards, detailed mapping must be
carried out and made available to the EV for
approval eg ILM Some qualifications can only map
against the knowledge

- Access the e-community
- Make sure resources are approved by the EV if you
are sharing them with others or using resources
provided by others
13 Current Assessment Strategy
- There must be valid evidence from those who
report to the candidate and from those to whom
the candidate reports (except in cases where the
candidate does not report to anyone for
example, they own the organisation).
14Current Assessment Strategy
- There must be some assessor observation of the
candidates performance this is high quality
evidence. It is not acceptable for a candidate to
be awarded an NVQ based on the NOS for management
and leadership, which attests to competent
performance in the workplace, if the assessor has
never actually observed them undertaking
management and leadership functions/activities.
15Current Assessment Strategy
- Prior to achievement of the full NVQ, there must
be an interview between the assessor and the
candidate which provides an opportunity to
discuss performance and evidence across the suite
of completed or soon-to-be completed units. This
need not be a face-to-face interview, ie it could
be done over the phone or electronically. Key
points from the interview will need to be
recorded by the assessor for verification
purposes.

- In addition there is further guidance on how
assessment can be managed through performance in
the workplace, particularly through the use of
observation, witness testimony, personal
statements, questioning and professional
discussion. - This updated assessment guidance can be found in
the revised Introduction to the Centre Handbook
for these qualifications, on pages 16-22.
