Grant Amount and Match
  • Maximum grant amount will be 25K.
  • Pre-development grants must be matched by 5K in
    local private and/or public funds.

Full Application Guidelines
  • General Guidelines Continue
  • Applicants must be a unit of local government
    located in one of the 85 rural counties or an
    economically distressed urban county designated
    as Tier 1,2, or 3 by the NC Department of
    Commerce.
  • The project must show potential to create private
    sector jobs within 24 months of the award date.
  • Priority will be given to eligible applications
    from towns with populations of less than 5,000
    and/or severely distressed areas.

Eligible Projects
  • Building must be vacant for 6 months prior to
    application.
  • Mixed use projects, with business in the
    building.
  • Must be completed within 6 months of award date.
  • Eligible activities.
  • Review will consider potential job creation and
    impact on the area.

  • Description
  • Age
  • Size (gross building area)
  • Previous use (s)
  • Length of vacancy
  • Current conditions
  • Assessed tax value (pre and post construction)
  • Market value based on most recent appraisal
  • Current and future ownership
  • Environmental impact on the property

Proposal Narrative
  • The intended use of the funds
  • Who will conduct the predevelopment work
  • Cost of the reuse project
  • Potential sources and funding plan
  • Who will develop and own the building
  • Relationship of the local government to the owner
    or developer
  • Level of distress
  • Number of jobs projected
  • Timeline for predevelopment work
  • Digital photographs
  • Environmental impact of the project (ie
    Brownfield, Greyfield, etc.)

Application Process
  • Full applications will be due at the Rural
    Center.
  • No facsimile or email copies will be accepted.
  • Submit 1 original and 3 copies of the application
    package.
  • Site visits will be made to each reuse project
  • Participants in the site visit should include
    local government contact, project contact,
    developer, business owners and the project
    architect/engineer.

  • Grant will be received on a rolling basis to
    insure that the projects submitted are ready to
    GO!!
