Positive Pay Program Overview

• The North Carolina Department of State Treasurer
  (NCDST) essentially acts as the bank for all NC
  State Agencies.
• The Positive Pay Program (PPP) is available to
  agencies that maintain disbursing and STIF
  accounts with the NCDST.
• PPP is accessed through the Core Banking System
  (CB) on the NCDST website.

What is Positive Pay Program?

• The program primarily provides for the timely
  detection of counterfeit state warrants (checks).
• The program allows for upfront reconciliation of
  presented warrants by NCDST.
• The program prevents payment of escheated or
  stale dated warrants.

How does positive pay work?

• On a daily basis
• Agencies submit a check-issuance file to a
  web-based online banking component called Core
  Banking System (CB).
• NCDST performs upfront matching of warrants.
• PPP has a stale dated warrants feature

• Continued
• Warrants clear as NCDST matches and the warrants
  drop off active positive pay file.
• Agencies can single edit warrants by using the
  CB positive pay maintenance feature to add or
  delete warrants.
• The status of an uploaded batch of warrants may
  be viewed and downloaded.
