Guidelines for the Forum This is a forum, not a
debate The moderator will guide the discussion
yet remain neutral. Everyone is encouraged to
participate. There will be a 2 minute time
limit per speaker and each speaker will have one
opportunity to dialogue. The discussion will
focus on facts and options for improvement.
All the major choices or positions on the issue
will be considered. The moderator seek for
common understanding We will listen to each
other.
