1Supervisor Creates Performance Plan for Employee

2Select Internet Explorer
3Enter the URL https//icams.usda.gov/
4Read the warning and select I agree to the
above.
5Enter your EmpowHR User ID and Password and click
on EmpowHR Sign In.
6Click on Manager Self-Service.
7Click on Tasks.
8Select Performance.
9Select Performance Plan (Note the buttons to
do Mid-Year Reviews and Performance Appraisals)
10Click on New Plan

11Enter the date the appraisal period starts and
then click the Add button. NOTE For
employees Working prior to October 1, xxxx, the
date should be 10/01/xxxx. For employees hired
after October 1, enter their date of employment
as the starting date.
121. Review dates for accuracy.
- Type in H for 5 tier
- performance.
13Click on the Elements and Standards tab.
14Click on the search icon to select the first
element.
15Select the first element.
16Standard element language will auto-fill for each
element selected. If you need to add additional
language, you can type it after the standard
language. An example of when you would need to
add Additional element language would be for
situations when supervisors choose to modify
another element to include EO/CR rather than
having a separate EO/CR element.
17Ensure that the element is flagged Critical or
Non Critical.
18Select at least 3 standards and enter
them beneath the element language.
19Click on the sign to insert a new element
block for the next element..
20Click on the search icon to select the second
element.
21Select the second element and continue as you
did with the first element.
22Click on View All to see all the elements and
standards entered in the plan on one screen if
you havent already done so earlier.
23Review all the elements and standards for
accuracy.
241. After reviewing, scroll to the bottom and
click on SAVE.
2. Click on Previous Tab to return to
the Performance Plan tab.
25Verify there is a check mark in the block
for Supervisor Created the Plan.
To print, click on Create Printable Form. Only
print when a hard copy is needed.
26After Saving The Plan, It Will Flow To
The Applicable Reviewer Who Will Receive An
Email Notification.
27Rating Official Tracks the Progress of the
Summary Ratings Using EmpowHR Reports
28Select Manager Self Service
29Select Performance Summary located Under
Reports
30Ensure that you are viewing the Correct Fiscal
Year.

Click on view all to see all employees On one
screen.
31Ensure the status for all plans is Finalized.
This is VERY IMPORTANT! The system will not
allow you to enter Progress Reviews or
Summary Appraisals If the plans are Not
Finalized.

32Displayed below is a list of Rating Officials who
supervise employees.Rating Officials must track
the performance plans of employees they
supervise to ensure completion by the October 30
deadline. To view the status of performance
plans for the employees of the Rating Officials
in the list, click in the box under the Direct
Reports column of the applicable Rating
Official. Ensure that the Plans are FINALIZED.
