implementation of the program www.soghu.com - 4 enterprises have set up their own system.
10Waste management plan
- The Quebec Environment Quality Act stipulates
that all regional municipalities has to develop a
waste management plan - Today, 89 out of 90 plans are in effect
- Plans include measures to reach specific goals
for each type of material - Elements included

11Disposal charges in Québec
- Since June 2006, the Regulation respecting the
charges payable for the disposal of residual
materials prescribe that every operator of a
disposal site must pay disposal charges of 10.41
(Indexed on January 1st of each year) for each
metric ton of residual materials received for
disposal. - 85 of the amount received is redistributed to
municipalities for the implementation of their
waste management plan. - Since June 2006, 95 M have been redistributed.

- Consumers pay a deposit, which is refunded when
they return the refillable containers (beer) and
non-refillable containers (soft drinks and beer) - The Association des brasseurs du Québec (ABQ),
Boissons gazeuses environnement (BGE), the
retailers and their associations and RECYC-QUÉBEC
all participate by different means in the
management of this system

- Two programs
- The Quebec 2002-2008 program for the integrated
management of scrap tires - 2001-2008 Program for the Emptying of Scrap Tire
Storage Sites in Quebec - Conditions
- Consumers are charged a 3 fee for each new tire
- These fees are used to finance the recovery of
used tires generated each year and the stockpiles
accumulated over the past years - RECYC-QUÉBEC administrate these programs

- RECYC-QUÉBEC implemented this voluntary program
to encourage government agencies and ministries
in their initiatives towards exemplary management
of the residual materials - 3 levels
- Paper/cardboard (PC) (62 buildings)
- PC plastics, glass metal (92 buildings)
- All recyclables organic material (5 buildings)
- The program serves at present approximately
- 50 000 persons
18For the future SUSTAINABLE DEVELOPMENT ACT
- New management framework within the
Administration to ensure that powers and
responsibilities are exercised in the pursuit of
sustainable development. - The Administration is to take 16 principles into
account when framing its actions. - All government departments, and government
agencies must develop an action plan regarding
sustainable development. - A status report on sustainable development in
Québec must also be presented upon periodic
reviews.

Research Centre for the Life Cycle of Products,
