Anti Social Behaviour

• National and Local priority
• Through 62 PACT neighbourhoods 68 of residents
  identified anti social behaviour as one or more
  of the top priorities.
• Statutory responsibility for Council and Police
  under Section 17 of the Crime and Disorder act.
• Government National Indicators such as NI27 (new
  indicator) with additional LAA targets
  indicators.
• Cross cuts into agendas such as housing,
  environment, sustainable communities, every child
  matters, education, prevention of youth offending
  etc..
• Public re-assurance and quality of life issues.

  and nationally
• Providing a frontline specialist service to
  public and partners
• True multi agency teams that utilises existing
  resources
• Proven record in successful interventions in
  response to community concerns with high emphasis
  on customer focus

Some examples of ASB practice

• Ethos of early face to face intervention and
  prevention with a robust ASB system. 85 of young
  people and 90 of adults not coming to attention
  for ASB in their behaviour monitoring period
  after early intervention.
• Early intervention more cost effective than
  waiting for a learnt pattern of anti social or
  criminal behaviour and then trying to intervene

Some examples of ASB practice

• Pioneering ASB frontline operation such as
  Operation Goodnight, Operation Tippit and
  Operation Zorba.
• ASB work recognised by Home office and Cornwall
  has the only ASB squad member in the South West
  region who is seconded to advise and assist the
  Home office nationally.
• Pioneering projects such as the use of Head
  Cameras

• Opportunity through unitary status to bring
  together more agencies and better utilise
  existing resources whilst maintaining customer
  focus and best value
• Uniformity of service right across the county
• Not starting behind the line, good practice
  already established providing a solid base for
  further scope

  life and supports sustainable communities and
  facilitates localism
• Addresses costs not just financially but the
  immeasurable cost that ASB can have on
  individuals and whole communities
• Able to enhance and improve national status

  national ASB practice.
