Project description (1)

• OBJECTIVE
• By the end of September 2007, Municipality of
  Razgrad will be able to provide to the citizens
  (especially to the business sector and NGOs)
  specific services for development of sustainable
  joint projects, which to be financed preferably
  by the European Funds.
• DURABILITY
• May 2006 - September 2007
• TARGET GROUPS
• - The employees at Economic development and
  eurointegration Directorate in Razgrad
• Municipality
• - The municipal board and the other servants of
  the municipal administration
• - The citizens, entrepreneurs and NGOs.

Project description (2)

• BUDGET
• The total budget of the project is 87 951,34
  euro. Municipality of Razgrad is participating
  with own financial contribution on total amount
  of 10 000 euro.
• ACTIVITIES
• Establishment of Municipal Project Service Point
  for elaboration and management of projects based
  on development of the PPP-mechanisms
• Publishing of a booklet, describing the best
  practices of the three partner municipalities in
  the field of PPP
• Elaboration of a joint project in the field of
  urban development to apply for financing by the
  Structural Funds of the EU.

Activities of PSP (1)

• Looking for opportunities for financing of
  municipal and private initiatives
• Registering of up-to-date database for ongoing
  and forthcoming programmes and schemes, under
  which projects may apply
• Informing and consulting the beneficiaries about
  the potential opportunities for participation in
  partner projects
• Inquiring the clients of PSP and other
  interested parties and analysis of the results
• Holding up of register with declared
  intentions/ideas/opportunities for partnership
  with NGOs, private sector, institutions,
  associations, citizens

Activities of PSP (2)

• Preparation of periodic analysis, reports and
  information about the declared initiatives, as
  well as about the results of PSP
• Presenting the proposals to the Municipal board
  and Municipal council for approval of the planned
  activities for implementation of projects in the
  field of PPP according to the priorities and the
  measures, set in the Municipal Plan for
  Development 2007-2013
• Participation in work groups for elaboration,
  management, implementation and reporting of
  projects, connected with establishment of PPP
• Systematic improvement of the qualification of
  the PSP staff about management of the project
  cycle, acquiring of good practices and changes in
  the legislation, concerning the PPP
  implementation.

  (the Netherlands), Poznan (Poland), the

  (the Netherlands) and representatives of the
  local community
• Municipal programme for implementation of public
  works activities on municipal property areas
  under the channels of public-private partnership
• Project Enhancement of the regional potential
  for tourism in Razgrad region through development
  and promotion of integrated tourist product
  within project Strengthening the partnership in
  the planning and acquiring of grants by the
  European Structural and Cohesion Funds, financed
  by United Nations Development Programme (UNDP),
  Embassy of Great Britain and Ministry of Regional
  Development and Public Works (MRDPW)
• Projects for improvement of the physical
  environment within project Follow-up Forum -
  Razgrad under the Programme Forum of the Swiss
  Agency of Development and Cooperation
• Participation in the procedure for selection of
  qualitative projects under Operational Programme
  Regional Development (OPRD) 2007-2013, in
  partnership with MRDPW and the consulting company
  PM Consulting Ireland
• Project Development of centre for mediation in
  Razgrad, financed by United States Agency for
  International Development (USAID) and
  Partners-Bulgaria Foundation
• Project The development, more than an idea of
  Zhaneta Association, financed by the PHARE
  Programme Development of the civil society -

Booklet Best practices in the field of PPP

• Preparation of booklet with the best practices of
  Assen (the Netherlands), Poznan (Poland) and
  Razgrad (Bulgaria) in the field of PPP
• Printing preparation and electronic preparation
  of the booklet
• Publishing the electronic content of the booklet
  in the website of the project www.razgrad-bg.org/

  www.razgrad-bg.org/beating_heart/bg/index.php.
• Publishing/printing of the booklet as a paper
  and electronic document
• Dissemination of the paper and electronic copies
  of the booklet to the National Association of
  Municipalities in the Republic of Bulgaria
  (NAMRB), respectively to the municipalities in
  the country for multiplication of the best
  practices.

Joint project

• A project idea of Razgrad Municipality in the
  field of city development was identified to
  stimulate applying the mechanisms of PPP.
• Overall objective of the project idea
  Transformation of Beli Lom River in attractive
  place for recreation, relaxation and sport of the
  citizens and guests of Razgrad through correction
  and reconstruction of the river-bed, public works
  and improvement of the adjoining territories of
  the river.
• Partners Municipality of Razgrad (the
  Netherlands), Municipality of Poznan (Poland),
  consulting organization Activa (the
  Netherlands), potential subjects of PPP.
• A team was established for the elaboration of the
  project proposal for applying for financing by
  the Structural Funds of the EU in the period
  2007-2013.
