4Group Activity
- Four Corners
- For each round, select a corner that best fits
you. Introduce yourselves to everyone in your
group, discuss the question posted for that round
and write a summary of your responses on the
chart paper provided. Be prepared to share. - Round 1
- Go to the corner that shows where you are in
sibling order. - Round 2
- Go to the corner that shows your favorite
footwear. - Round 3
- Go to the corner where you would least like to
spend a weekend.
5TELPAS Updates
- Online qualification extension ends Nov. 14, 2008
- Spring training window opens Jan. 12, 2009
- Spring online qualification opens Feb. 2, 2009
- Holistic ratings will be submitted on line this
spring training will be provided
6TELPAS Online Reading Tests
- Beginning in 2009, TELPAS reading tests for
grades 212 will be administered as an online
testing program - In rare instances a student may need an
accommodation not available in an online
administration - A paper test booklet may be used in such cases if
approved by TEA - An Accommodation Request Form must be submitted
to request a paper administration - At least 2 weeks are needed for TEA to process
the request approximately 1 additional week is
needed for ordering and shipping approved paper
materials
7TELPAS Online Reading Tests
- ELLs should be familiar with reading on computers
during instruction - Tutorials are available to help students learn to
use TELPAS reading test software the tutorials
contain a few sample items - Online administration previews are also available
to give students more practice taking the tests
online - For grades 312 these are entire released 2006
RPTE tests - For grade 2 there are approximately 20 TELPAS
reading sample questions (there were no RPTE
tests for grade 2)

9TELPAS Online Reading Tests
- Paper tests will be approved only in rare
instances in which an accommodation that a
student needs is not available in an online
administration - Paper tests will not be approved on the basis
that a student - knows very little English
- has limited exposure to computers (except for
rare instances involving special needs, such as
certain health conditions)

15Linguistically Accommodated Testing (LAT)
- Detailed information about linguistic
accommodations is included in this years
accommodations manual - The LAT process is used to meet federal testing
requirements for math, science, and reading/ELA
tests administered in grades 38 and 10

- The revised Texas English Language Proficiency
Standards (ELPS) now require school districts to
linguistically accommodate the instruction of
ELLs in all subjects - At the time of assessment, only LEP-exempt ELLs
are eligible for the linguistically accommodated
testing (LAT) process

Not available for LAT administrations of TAKSM

There are exceptions for LAT administrations of
the WRITING sections of grade 10 ELA, as
explained in the manual.

student taking LAT may be eligible to receive
accommodations related to special needs - Available special needs accommodations depend on

must determine and document linguistic
accommodations and special needs accommodations
for students taking LAT who receive special

for LAT administrations of TAKSM - Dyslexia bundled accommodations are not available
(because LAT accommodations provide similar
assistance)

- Because Texas changed from RPTE to TELPAS
reading, the following amendments were made - AMAO progress indicators for K-2 and 3-12 will
NOT be used to determine whether districts met
AMAOs for 2007-08 but will be reported in 2008-09 - AMAO attainment standards have been amended (see
chart on next slide)

29AMAO 1 Progress in Learning English
- AMAO 1 measures the percent of LEP students who
make at least one proficiency level of progress a
year based on their TELPAS composite proficiency
rating. Therefore, to determine whether a student
is making appropriate progress in developing
English proficiency, the LPAC should look for an
annual rate of growth of at least one proficiency
level.
- Schools should implement quality instructional
strategies that allow English language learners
to make at least one proficiency level of growth
per year. LPACs should coordinate with other
appropriate school professionals to determine the
type of instructional interventions that will
accelerate the progress of LEP students not
meeting this objective.
30AMAO 2 Attainment of English Language
Proficiency
- AMAO 2 measures the percent of LEP students who
attain an advanced high TELPAS composite
proficiency rating. AMAO 2 is supported by AMAO
1. Students who make at least one proficiency
level of progress a year on TELPAS will be able
to attain English language proficiency within
four school years. There are two methods for
meeting the attainment AMAO. - Schools should implement a monitoring system to
ensure appropriate instruction and interventions
are taking place
31AMAO 3 Meeting AYP in Reading and Mathematics
- AMAO 3 measures the percent of LEP students who
are successful on the reading and mathematics
tests used in AYP determinations. AMAO 3 is met
when districts meet AYP for their LEP student
group. While RPTE and LAT results are used in
AYP determinations for recent immigrants who
qualify for a LEP exemption, TAKS in English or
Spanish is the required assessment for nonexempt
LEP students.
- Schools should closely monitor student
performance in the areas of Reading and Math.
Both of these content areas should be examined to
determine if the instructional design in place
meets the cognitive academic language proficiency
for English Language Learners.
32Method 1
- The first method evaluates the percent of current
LEP students who reach Advanced High on TELPAS.
This method does not consider how long the
students have been in U.S. schools.
33Method 2
- The second method takes time in U. S. variables
into account, which addresses the effect that
varying influxes of immigrants may have within
and across districts.
34AMAO Reporting
- AMAOs for 2007-08 will not be reported through
PBMAS - Districts will be notified of the AMAO status in
early Nov., 2008, through the Accountability
application on TEA Secure Environment (TEASE) - Detailed information on the calculation used for
each AMAO will be included

- ESL Content-based
- PreK-8 must have at least one content area
teacher that is ESL certified - All others content areas must be have been
trained and are providing and documenting
linguistic accommodations - ESL Pullout
- PreK 8 students must be served by at least one
ESL certified teacher - ESOL I and II teachers must have ESL
certification - Other HS content area teachers may have sheltered
instruction training
