About ECGD
- The Export Credits Guarantee Department (ECGD) is
based in London Docklands, near Canary Wharf. - Established in 1919, ECGD was the worlds first
Export Credit Agency (ECA). - What does ECGD do?
- ECGD supports UK exporters of capital goods and
services, and companies investing overseas, by
providing - insurance against payment risks under large
export contracts - guarantees for medium-term loans by banks to
fund export contracts and - insurance for UK firms investing overseas.
- ECGD works closely with exporters, project
sponsors, banks and buyers to put together the
right package of support for each contract. With
90 years experience in new and developing markets
across the world, ECGDs knowledge can help
exporters in unfamiliar environments.

About ECGD
- Why does ECGD exist?
- Most countries support their exporters with
Government assistance. The ECAs of the OECD
countries have agreed to regulate the provision
of export credit support, so as to reduce the
degree to which countries provide subsidies in
giving support and so distort international
trade. In addition, OECD ECAs have agreed that
support for projects will not be given unless
agreed standards on sustainable lending,
environmental and social impacts, and bribery and
corruption have been met. - As a government department, ECGD helps to reduce
business risks for exporters and investors and
facilitates trade through the economic cycle.

About ECGD
- How does ECGD operate?
- ECGD supports exports of capital/semi-capital
goods and related services. - ECGD complements, but does not compete with,
the private markets. - ECGD aims to operate at no net cost to
taxpayer, by pricing to risk so as to meet its
financial objectives set by agreement with HM
Treasury. - ECGD supports projects which meet the higher of
domestic environmental standards in the importing
country and international standards does not
support contracts judged to have an adverse
impact on the importing countrys debt
sustainability and takes reasonable precautions
to avoid giving support for those contracts that
may be tainted by bribery. - ECGD has a Management Board of Executive and
Non-Executive Directors. It reports to the
Secretary of State for Business, Innovation and
Skills through the Minister for Trade, Investment
and Business.

About ECGD
- Who does ECGD support?
- The main demand for ECGD support comes from
- civil aircraft manufacturers and engine
suppliers, led by Airbus and Rolls-Royce - manufacturers and suppliers of capital plant
and equipment - providers of engineering services for
hydrocarbon production and pipelines, and process
plant projects, such as refineries, petrochemical
or liquefied natural gas plants, or steel
facilities - infrastructure providers
- telecoms equipment suppliers and
- firms in the defence sector, led by BAE Systems.

About ECGD
- ECGD in the current economy
- In New Industry, New Jobs of April 2009, the
Government stated, in parallel to the
Chancellors announcement in the Budget, that
reviews would be undertaken - By the summer, of what other support ECGD
could provide to help exporters deal with the
consequences of the current instability in
financial markets. - ECGD issued its final response on 7 August 2009
following a public consultation on a new Letter
of Credit Confirmation Guarantee product, which
is to be introduced shortly. The Government is
also investigating whether conditions in the
trade credit insurance market merit an
intervention in respect of exporters. - By the autumn, of the existing and potential
support offered by ECGD, and the ECGDs operating
framework, with the aim of ensuring that the
organisation can play a significant role in
supporting UK exporters during the economic
recovery. - This is expected to identify the policy
objectives that should be set for ECGD in future,
and whether any constraints on meeting them
should be modified, and, if so, to what degree.

Role Specification
- Responsibilities
- The key responsibilities of the role are to
- lead the Management Board so that it is
effective in monitoring and advising on ECGDs
implementation of its objectives and policies, on
its strategy and business plans including those
to be implemented following the current review of
ECGDs role, and on providing advice and
challenge to the executive team - ensure that HM Treasury and the Shareholder
Executive receive full and timely feedback on the
organisations identification and response to
strategic issues, its business and financial
performance, its progress against plans, its
implementation of its policies, and any other
issues requiring their attention - maintain the establishment and implementation
of appropriate governance arrangements in line
with best practice and the requirements of a
public body - ensure the maintenance of an effective board
with an appropriate balance of skills and
experience, including key appointments as
required and - actively contribute to the management of ECGDs
stakeholders both in Whitehall and beyond, and
represent ECGD as appropriate with exporters and
and industry. - The Non-Executive Chair would also be expected to
be a source of personal advice and support on
business issues to the Chief Executive.

- Skills and Experience
- Essential
- An outstanding record of business leadership
and organisational development at Board-level or
equivalent - A record of achievement in a Non-Executive
Director role - A keen awareness of credit risk issues
- Excellent inter-personal skills, including the
ability to build effective team relationships
with Management Board members and executives,
Ministers, exporters and other stakeholders - The ability to manage complex and challenging
relationships at a senior level in a

- The Non-Executive Chair will be expected to
adhere to the standards set out in the Nolan

Appointment Terms
- Appointment Status
- The Non-Executive Chair of ECGDs Management
Board is not an employee of ECGD and as such will
not be classed as a Civil Servant. The
appointment will be on the basis of a contract
for services, with the Non-Executive Chair
position being considered as an Office-Holder. - Length of Appointment
- Initial appointment of 3 years, with possible
extension up to a maximum of 6 years. - Fees
- 45,000 to 50,000 per annum, based on 24-36 days
per annum and a rate of 1,000 per day. - ECGD will also reimburse all reasonable expenses
(including travel, subsistence and other
expenses) properly and necessarily incurred in
respect of the appointment. - Conflicts of Interest
- The Non-Executive Chair must declare to ECGDs
Chief Executive any personal or business interest
which could give rise to a conflict of interest.
The declaration should also cover relevant
interests of their spouse or partner and/or close
family.
