Screening of INTERREG projects

• Evaluation Steps
• Screen all 120 INTERREG projects for themes,
  activities, content gt classify
• Questionnaire send out to all 120 projects (low
  response)
• In depth analysis of selected INTERREG projects
  specific sectors, partner networks, new LHP
  themes, SD policy and SD best practice

WHY BALTIC 21?

• BUT So far Baltic 21has NOT made best use of the
  opportunities created by DEMAND-DRIVEN Interreg
  programme!
• Without Baltic 21 initiated projects, NO projects
  directly related to Baltic 21 issues / action
  programmes
• Baltic 21 projects show the BIGGEST policy impact
  as directly linked to national/regional processes
• 126 projects funded - but only approx 10 projects
  related to sustainable development
• New Programme Priorities Environment -
  Innovation - Accessibility - Urban Development
  An opportunity for Baltic 21?

Projects

• Spatial Planning, Tourism, Transport - and City
  Cooperation strongly represented in quantity, but
  actually SD quality mainly from Baltic 21
  projects
• Industry and Education and related Joint Actions
  most underrepresented
• Forest and Energy - not many projects, but very
  targeted towards Baltic 21 goals

• So far INTERREG Project Results remain locked
  in within individual projects
• Collect, reframe and visualise raw project data
  in order to meet needs of various target groups
• Also to be possibly financed via new EU Programme
  for BSR

Summary of proposed LHP Consultant tasks

• Have a relatively open approach
• Prepare and follow-up on short-term ESPON study
• Assist Baltic 21 Secretariat in approaching
  various INTERREG projects for various Baltic 21
  network activities
• Assist Baltic 21 in lobbying activities to JPC
  and ESPON
• ASSIST SECTORS IN DEVELOPING LHPs -
• Especially in initiate the creation of specific
  LHP task forces (possible virtual) and assist in
  project development for new call 2007
• BUT actually at the moment no continuation.
