ETP Global Animal HealthThe Vision July 2005
  • To facilitate and accelerate the development and
distribution of the most effective tools for
controlling animal diseases of major importance
to Europe and the rest of the world, thereby
improving human and animal health, food safety
and quality, animal welfare, and market access,
    contributing to achieving the Millennium
    Development Goals.

ETP Global Animal HealthThe Strategic Research
Agenda May 2006
  • The SRA is the mechanism to deliver the vision.
  • SRA has 2 overarching objectives-
  • to deliver new and improved tools for the control
    of major diseases and
  • to deliver the recommendations in the SRA which
in turn will facilitate the development and
    delivery of new tools

ETP Global Animal HealthSRA Theme 2 Gap analysis
  • Issues are considered under 5 headings-
  • Gaps Disease Knowledge
  • Gaps Product Availability re vaccines,
    diagnostic tests and pharmaceuticals
  • Gaps Sourcing of Products
  • Gaps Technology Usage
  • Gaps Research Activity
  • 8 recommendations to conduct gap analysis

5
ETP Global Animal Health Action Plan First
Stages
  • The first stage is to identify and prioritise the
diseases of importance. The second stage is to
assess the gaps in the knowledge and
understanding of these diseases to identify where
research needs to be targeted. At the same time
the gaps in the availability of products will be
    evaluated.
  • With the implementation of the recommendations
from these two themes it will be possible to
select priority diseases and identify the
research needed to fill the gaps in knowledge
along with the actions needed to develop new and
improved tools for control of those diseases.

DISCONTOOLS
  • Tasks
  • Identify and agree the relevant criteria for gap
    analysis
  • Develop a peer reviewed methodology for gap
    analysis
  • Electronic collection of information for the gap
analysis of each of the priority diseases in a
standard format using the same system as for the
    disease prioritisation information.
  • The results of the gap analysis will need to be
subjected to peer review in order to have
agreement on the priorities for targeting
research funding. Peer review the information
    gathered
  • Identify the gaps in knowledge for each of the
    diseases.
  • Produce a disease summary for each priority
disease listing the gaps and identifying research
required to develop new and improved methods of
control especially in relation to specific
control measures such as surveillance, treatment,
    vaccines and diagnostic tests.
  • As with prioritisation, the majority of this work
will be developed through expert/working groups,
    stakeholders, seminars and workshops as
appropriate. Other work will be conducted in
    house.

DISCONTOOLS
  • Deliverables
  • A validated methodology for gap analysis (month
    18)
  • Answers to specific question re tools for disease
    control (month 24)
  • What is currently available for effective
controls and is it fit for purpose?
  • What new tools are needed?
  • Is the research near to a breakthrough and does
it have the potential to deliver the products?
  • What are the costs and timescales for delivery of
    the new tools?
  • A comprehensive standardised analysis for each of
the priority diseases identifying the gaps in
knowledge and availability of control tools
    (month 36)
  • A comprehensive database with web access for each
of the priority diseases (month 42)
  • Final report on research requirements to fill the
gaps and encourage the development of new or
improved tools for each of the priority diseases.
    (month 48)
  • Final report of a standardised validated
methodology to determine gaps and research
priorities with more accuracy. (month 48)
