Barriers Action
1. Insufficient information, and consultation of the different stakeholders at the local, national and regional levels for energy intervention Facilitate the formation of ME groups for energy interventions at the local national and regional level based on the multisectorial committee approach (These groups will aim at identifying energy and development linkages that can be used inform the process of developing more efficient energy policy)
2. Consideration of the energy sector as a stand alone sector vis à vis the others development sectors due to low awareness of energy development linkages among development partners (policy makers, planners, local partners and donors) Assess and build capacity of institutional and individual to integrate energy at all stages of development policy and project planning, implementation and monitoring Mainstream energy as a cross cutting issue in development programme like the DRSP Technical advise to strategic partners in the region
3. Weak interest and limited resources allocated for the ME of energy intervention (policy, outcomes impacts ) Promote and expand ME practices among donors, implementers, beneficiaries as integral part of energy intervention Make provision for ME in project funding
4. Inactive energy multisectorial committees Strengthen networking among multisectorial committees within the sub region to enable stakeholders to express their views and knowledge, reflecting and modifying to improve planning, implementation and monitoring of energy projects.
5. Insufficiency information to lobby decision maker for consideration Lobby and advocacy of policy makers through demonstration of the usefulness of ME of energy for development
